obtains the views and objectives of key officials and informs the SLCHCS Leadership and Area Emergency Manager in order to ensure proper consideration in determining goals, objectives and operating plans. He/she acts on behalf of the Incident Commander with delegated authority to commit or render a decision concerning a broad range of issues as they relate to the VA SLCHCS Emergency Management Program and the community plans. Represents the VA SLCHCS Leadership at conferences, planning meetings, educational/training programs throughout the network when program or policy issues are under discussion. Advises the VA SLCHCS Leadership and key staff and provides special expertise and knowledge on program and policy issues, which affect the Medical Center/Network's Emergency Management program and operations. Participates in the development and approval coordination of directives, white papers, policy matters and related documents issued by the VA SLCHCS and Network. He/she assists with the coordination, development and maintenance of a joint Military/VA/civilian operations plan for the areas designated primary receiving centers (PRC) and secondary support centers (SSC) areas within the Network. This requires extensive coordination, record keeping, planning, organizing and educational efforts. Maintains a working knowledge of all regulatory agency requirements as they pertain to Emergency Preparedness and the Emergency Management Program of the VA SLCHCS . In addition, the incumbent will be required to respond to any requests, directives, reports and/or inspections conducted by these agencies .Periodic contact with each of these agencies will be required. The agencies include but are not limited to The Joint Commission on Occupational Safety and Health Administration (OSHA), Committee on Accreditation of Rehabilitation Facilities (CARF), and the National Fire Protection Agency (NFPA). Assists in establishing memoranda of understanding and reports as required concerning interagency cooperation and support, and participation in the Global Military Patient Requirements Center (GPMRC) and VA/DoD Contingency Programs. Reviews and ensures VAMC VA/DoD Contingency Plans remain current and that SLCHCS remains able to effectively support DoD when necessary. Coordinates publicity for the SLCHCS Comprehensive Emergency Management Program reviews in conjunction with the VA SLCHCS Public Affairs Officer. Chairs the SLCHCS Emergency Preparedness Committee. Ensures the SLCHCS Emergency Management Program remains compliant with all applicable laws, regulations and guidance issued by proper authority and maintains documentations to support all actions taken. Ensures the SLCHCS Emergency Management Program and all associated Operations and/or contingency plans remain compliant with Homeland Presidential Security Directive - 5 (HSPD-5) and the requirements set-forth in the National Incident Management System (NIMS). Ensures the SLCHCS Emergency Management Program remains in compliance with all applicable standards published by The Joint Commission (TJC) as updated. Develops, maintains or otherwise coordinates a patient locator system for SLCHCS and GPMRC reception areas when needed and plans for necessary patient tracking during NDMS activation or a VA/DoD Contingency. Coordinates both internal (VA only) exercises, as well as external exercises with community partners or other Federal, State, County and City agencies to effectively exercise and test emergency plans. Coordinates the development/maintenance of internal VA Emergency Operations Plan and contingency plans. Identifies plan weaknesses and takes appropriate corrective measures to strengthen local plans and interoperability with different agencies. Ensures SLCHCS plans cover the provisions of continuous patient care and treatment during emergencies affecting SLCHCS operations. Assists with the coordination and the implementation of annual VA/DoD exercises. Assists with the coordination and the implementation of community drills to test the response plan. Serves as the primary resource to the VA SLCHCS Leadership for emergency preparedness/management. In this role, the incumbent as program coordinator. Performs other duties as assigned. Work Schedule:

Experience:
Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. Combining Education and
Experience:
Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Physical Requirements:
The work during non-crisis times is primarily sedentary, but may involve moderate physical effort including walking, climbing, light lifting, etc., when at field locations. On a regular recurring basis, and during crisis, emergency situations and on site disaster operation, conditions may be primitive with little or no shelter, electricity, and water, requiring the incumbent to campout and fend for self in basic needs depending upon the situation. Additionally in times of emergency, long periods of exposure to both cold and hot weather, the elements, lack of adequate food and water, need to heavy lift, bend and reach while caring for patients, staff or movement of heavy objects may be necessary on an intently long period basis. Emotional stability, ability to effectively and efficiently function during a crisis; ability to make important recommendations and decisions and provide critical information in a professional and unbiased manner are essential. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
