Supervisory Procurement Analyst 44309-A The individual selected for this position serves as a Supervisory Procurement Analyst in support of contracting requirements for the Department of Veterans Affairs (VA) and its customers for the Strategic Acquisition Center (SAC) Compliance Service. The Strategic Acquisition Center negotiates, awards, and administers multi-year, multi-billion dollar contracts for pharmaceuticals, medical care products, highly technical medical systems, subsistence, laboratory, information technology, management studies, nursing homes, and three primary distribution programs to support a national health care system, including VA and all other Government agencies. The Supervisory Procurement Analyst serves as a key employee to the Associate Executive Director (AED) SAC, providing expert acquisition support to the required functional areas within the SAC. Selected applicant is expected to provide senior level/expert advice and support which incorporates unique and innovative strategies, which are well researched and incorporate the most recent guidance articulated by executive order, Government Accountability Office (GAO) decisions, technical best practices, acquisition best practices, and current and pending acquisition legislation. Selected applicant will work with program offices or other buying activities across the SAC and the VA as required, ensuring problem resolution, conformity of information presented to customers, streamlined acquisition planning for VA wide initiatives. Will be responsible to serve as senior/expert acquisition advisor for customers and contract specialists seeking to resolve high visibility or critical impact problems which have not been resolved by normal/routine corrective actions. The position is the first line supervisor responsible for directing and supervising the work of 2 Supervisory Procurement Analyst GS-1102-14 positions. Will develops performance standards; evaluates work performance of subordinates within the Compliance Service and will Interview candidates for positions in the unit; makes or approves appointments, promotions or reassignments to subordinate non-supervisory positions. NOTE:
The duties of this position require that the incumbent periodically travel (sometimes on short notice) using the fastest mode of transportation available. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Time off awards or SF-50's that do not showing current grade and step will not be accepted. Basic Requirements:
Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. and 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management Specialized Experience GS-15 :
Applicants must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Mastery of the laws, policies, acquisition regulations, including Federal Acquisition Regulation, acquisition guidelines, Executive Orders, GAO audits, OIG findings, pending legislation, Ample experience and knowledge preparing sound solicitation documents and awarding and administering contracts. Mastery of analytical tools and methodology to develop and implement plans to resolve broad and complex planning, evaluation, control, and resource allocation problems. Superior interpersonal and administrative skills to organize, coordinate, and resolve complex issues. Mastery of contracting laws, principles, and regulations to generate new procurement concepts or to plan and manage or review and recommend senior management approval of procurements. Expert knowledge of and the ability to integrate management functions, principles, practices, methods and analytical techniques, budget and financial policies and procedures, and acquisition and procurement policies. Extensive knowledge across functional areas of federal budgets/appropriations law, travel regulations, contractor and grantee fiscal constraints. Expert knowledge and skill to provide expert technical leadership, staff coordination, and consultation in a functional area of procurement (e.g. pre-award, post-award and price/cost analysis including responsibility for formulating guidelines, implementing new developments). Expert knowledge of acquisition programs, their integration and relationships, and departmental issuances under which these programs operate. (No educational equivalent) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
