Finance Officer

The CFO is responsible for establishing and maintaining a complex integrated system of financial staff services which contributes to effective management control over facility operations. These services include accounting, beneficiary travel, Veterans Transportation System, budgeting, workload/cost analysis, and active participation in the overall planning, managerial financial analysis and reporting. The incumbent works under general supervision and in accordance with the broad policies established by Headquarters, the VISN Office, and the Medical Center. Major Duties Include, but are not limited to:
Provides advice and guidance on policies and plans pertaining to resource requirements for the facility financial program. Directs and promotes the use of advance techniques in budgeting, management, finance, accounting and manpower management. Assists operating programs in the development of budgets and advises organizations on liquidation and self-sufficiency efforts. Serves as the focal point for the development of the facility operating budget. Developing a responsive system of reporting general management and financial data. Produce comprehensive analysis of program accomplishments in financial terms to assist management in planning and decision making. Manages and supervises Business Process Reviews and provides recommendations for improvements. Responsible for establishing and maintaining a station wide system of internal controls per national regulations. Analyze and evaluate continual changes in program plans and funding and their effect on financial and budget program milestones. Serves as technical advisor for the managers and service chiefs in establishing policies and procedures for executing programs. Briefs VISN, Director and/or mangers on actual progress compared to program objectives and VA standards. Investigates complex financial problems, which require significant expertise and a comprehensive knowledge of financial programs. Develops alternatives and recommends workable solutions. Plans work to be accomplished by subordinates, track progress of performance. Set and adjust short-term priorities and prepare schedules for completion of work. Provide advice, counsel, and instruction on technical and administrative matters. Recommend appointments, promotion, and reassignments. Develop performance standards. Effects minor disciplinary measures. Completes performance appraisals. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience gained as a senior/supervisory accountant, auditor, fiscal or business office manager, Chief Fiscal/Financial Officer, or other type of supervisory fiscal or financial operations support position, preferably in a Healthcare Facility. Experience applying concepts, principles, practices, laws, and regulations of budgeting and/or financing sufficient to manage or analyze national-level mission-related programs; providing advisory guidance and assistance involving finance, accounting, budget, cost analysis, and management functions; and advising senior agency executives on the direction and allocation of resources for operation and administration of the agency. You will be rated on the following Competencies for this position:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
