If selected you may be placed at a regional office, field office, current duty station or a current remote duty station at the discretion of management. Additional questions regarding placement should be reserved for the interview process. Plans, directs, coordinates, and evaluates the delivery of the group's operational support program to ensure that high quality HR advice and services are provided to managers, supervisors, and employees. Reviews procedures and activities, making ongoing improvements and providing the HR Manager (SDA-Operational Support) and Chief, HR Division with recommendations for consideration. Provides administrative, advisory and transactional processing support for Federal benefits, work-life, compensation and leave programs to all Fish and Wildlife Service employees. This includes the use of the time and attendance system to advise program-based time keepers in the coding, review and validation necessary to process employee payroll. Engages in a variety of research and advisory activities to resolve compensation and benefits related issues. Leads and/or contributes to special initiatives and projects related to the Operational Support Service Delivery Area with the goal of increasing the consistency and effectiveness of Service-wide operational Human Resources programs. Recommends solutions to unusually complex problems where guidelines are inadequate and very broad in scope. Performs the full range of responsibilities consistent with a first-level supervisor, including:
planning work to be accomplished by subordinates, setting and adjusting short-term priorities, assigning work to subordinates, evaluating work performance of subordinates, hearing and resolving complaints from employees, approving leave, effecting minor disciplinary measures, and identifying developmental and training needs of employees, providing or arranging for needed development and training. Provides exceptional customer service and designs innovative solutions to advance the goals of the program and support the mission and goals of the Fish and Wildlife Service. Builds and cultivates a dynamic workforce to deliver mission-driven support services. Only experience and education obtained by 11/30/2020 will be considered. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must provide a copy of the Certificate of Eligibility for Non-Competitive Hiring Based for Public Land Corps Service. (1) In order to be eligible for PLC non-competitive status, a former member of the PLC must provide documentation, as part of their application, verifying their eligibility and meet the following criteria:
(a) Served as a qualified youth on an appropriate conservation project completing a minimum of 640 hours of satisfactory service that included at least 120 hours through the PLC; (b) Applied to a vacancy announcement for which applications are being accepted from individuals with non-competitive status; (c) Meet the Office of Personnel Management (OPM) minimum qualification standards stated in the vacancy announcement for the position which you are applying; and (d) Completed his/her most recent Corps service, which provided him/her with a total of 640 hours, inclusive of 120 hours on a PLC project as defined in 16 USC 1723(d), within the last two (2) years. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
