Supervisory Personnel Security Specialist (VISN Personnel Security Chief)

The Supervisory Personnel Security Specialist with the VISN 8, VA Sunshine Healthcare Network Office, has full responsibility to administer the Network Personnel Suitability and Credentialing program. The duties and responsibilities of the Supervisory Personnel Security Specialist are, but not limited to, the following:
Maintains consistency in adjudicative practices within the VISN by reviewing suitability cases with significant issues at a VISN level. Provides suitability subject matter expertise and support to medical facility Human Resources Offices in matters that are not appropriately resolved at a local level. Notifies VHACOPERSEC when facilities and/or VISNs receive and choose to mitigate cases with significant issues. Ensures that adjudicators conducting agency-wide debarment reviews are properly trained on OPM National Training Standards. Processes agency requests to Pass-Over a Preference Eligible or Object to an Eligible as it relates to Suitability. Maintains relevant investigative documentation related to agency-wide debarment requests and ensures that they are readily accessible. Establishes and maintains centralized adjudicators database to track timeliness and accuracy of personnel security actions. Interprets and clarifies policies, standards and procedures for employees and all level of management as it pertains to suitability adjudications and position risk sensitivity. Serves as a management representative during suitability actions resulting in appeals such as grievance hearings, EEO claims, and MSPB appeals. Serves as the authoritative role that assumes the responsibility and accountability for the complete VA PIV card issuance process. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Specialized experience for the GS-13is defined as:
Performs as a subject matter expert in all matters of Personnel Suitability/Security resolving questions of suitability; and independently reviews, analyzes, and resolves difficult and complex personnel security issues. Demonstrated knowledge of a wide range of personnel security/suitability concepts, principles, and practices, OPM, VHA Directives, and a wide range of HR case law, principles and regulations enough to perform detailed analysis of complex legal issues or situations. Possesses extensive knowledge of applicable equipment and programs to include, but not limited to:
PIV, FTS, PIPS, VA CABS, HR Smart, QART, US ACCESS, and USAStaffing. Performs conflict resolution techniques in dealing with highly charged emotional situations as a result of delicate or highly contested case matter and determinations; and communicates with management and those outside the organization verbally and in writing to include presenting briefings, project papers, status reports, and executive correspondence. Independently applies knowledge of procedural guidelines pertaining to the maintenance and disposition of security files, sensitive information, and privacy protected, Freedom of Information Act, governmental information that is for official Use Only as well as privileged information. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
