Voluntary Svcs Specialist
The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. Selectees will be required to sign Mobility, Training, and Continued Service Agreements. This is a developmental position leading to a GS-09, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Duties and responsibilities for this position include, but not limited to the following:
responsible for interviewing, scheduling, placement and evaluation of new volunteers. Provides overall supervision and coordinates specific volunteer programs which will include a variety and diverse assignments. responsible for assuring that favorable interpersonal relations with management, volunteers, community service organizations, staff and all customers are maintained. responsible for the accurate management of the Voluntary Service Timekeeping Program. Reviews and analyzes monthly reports and informs the Program Manager or Preceptor of program trends, processing issues, and make recommendations for process improvements. Knowledge of the basic principles, practices, concepts, and methods used in Voluntary Service management; Knowledge of the mission, vision, and goals of Voluntary service and its function in the medical facility; Knowledge of the Veterans service organization's role in the VAVS program or familiarity with community civic agencies and volunteer activities; Basic knowledge of applicable laws and regulation governing fund accounts and donations and gifts that require extended training and experience to apply the knowledge in performing basic duties related to the General Post Fund accounts; Knowledge of effective oral and written communication skills. Knowledge of strategies to develop and maintain positive and successful relationships with a variety of people from different ethnic, education, and socio-economic backgrounds and interests; Knowledge to put into practice interpersonal communication skills which foster effective working relationships with volunteers, staff, community groups, student, businesspeople, and the general public; Knowledge of effective recruitment, interviewing, and evaluation techniques to effectively place prospective volunteers for their talents and interests to be appropriately utilized; Knowledge of program planning and supervisory techniques to direct, plan, and evaluate volunteer work operations and programs; and Knowledge of various current computer software packages and ability to apply and interpret information in the Voluntary Service program. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. The work involves writing at desk, sitting in conferences and meetings, standing, walking, bending, pushing a small cart, carrying light items, lifting moderate weighty items, and driving an automobile. Work Environment:
Work is primarily in a hospital setting involving possible exposure to contagious disease. The regular and recurring work environment involves everyday risks and discomforts requiring normal safety precautions typical of an office and a hospital. The Voluntary Service office is a very busy environment with constant traffic daily from visitors, volunteers, etc. Some duties may be performed off medical facility property at other community locations, outpatient satellite clinics, and other network locations. Some travel will be required within and beyond the local community on some evenings or weekends.
