Summary:
An S&C Communications Manager will oversee the day to day maintenance and operational activities of the US Communications department made up of supervisors & unionized employees. They have responsibility for all Communications applications including voice radio systems, data radio systems, hot box detectors, AEI, and all other related communication apparatus. These responsibilities include managing operation/capital budgets, hiring, training, and ensuring all apparatus are installed and maintained to CN standards. In addition, it is imperative that the Communications manager ensure employees are following safe working procedures and practices, and that asset utilization and cost control are followed.
Duties:
Ensure safety of new or modified signal and communications systems. Procure material, tools, and equipment to complete all aspects of communication projects. Supply and manage resources and expertise required to construct signal and communications projects. Develop and implement strategies and processes to meet internal customer operating requirements for improved services while minimizing costs and optimizing asset utilization. Plan and manage workforce, equipment, and materials to meet operational commitments. Prepare capital program requirements, and ensure projects are delivered on time and within budgetary constraints. Build safety compliance and improve safety results through regular efficiency testing and safety walkabouts; provide positive and constructive feedback and coaching to those under organizational authority. Lead the on-boarding and training activities of new employees. Manage supervisors to ensure signal and communications work is performed within CN and FRA standards, and in conjunction of applicable collective bargaining agreements. Direct supervisors by recommending appropriate correct action to resolve performance issues, as well as responding to and resolving grievances. Manage budget, workforce productivity, and manpower, within CN policy and five guiding principles. Plan, implement, and manage Capital projects to ensure the quality of the plan.
Working Conditions:
May be required to work on varying shifts to cover operations that run 24 hours a day, 7 days a week, 365 days a year. Work is primarily indoors but may have periods of outdoor work in varying types of weather. Will be on call, based on construction project requirements. Moderate travel requirements (up to 25% of the time), which may include overnight stays away from home based on territory requirements. Will be required to respond to emergency situations.
Employment Qualifications/Requirements:
High school diploma or GED.
Two years of college or technical school with a focus on electrical or electronic technology.
Valid driver's license.
A minimum of 5 years experience in S&C department or equivalent.
USOR/OTS Qualified.
Extensive working knowledge of signal and communications systems infrastructure and related safety appliances, S&C project management, applicable regulatory signal systems, general instructions, railway S&C standards, standard S&C specifications and procedures.
Good computer skills; especially working knowledge of Microsoft Office programs (Excel, Word), SRS.
Preferred
Bachelors' degree Electrical Engineering or comparable degree.
3
years prior supervisory experience.
Experience working with SAP.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
