Description:
This is not an IT project but a business project.
The PM is responsible for: developing the project charter; planning all aspects of the project in accordance with the Program Charter; project status reporting; resource, budget, risk, issue and change management for the project; integration with
Program component projects and ensuring compliance with Program Management Plans.
Must possess knowledge and expertise in the use of Project Management methodologies and tools.
Must be PMP certified or a qualified Commonwealth of Virginia Project Manager.
Must have experience with planning at the strategic, tactical and operational levels.
Prior experience establishing a portfolio management function strongly preferred.
Bachelor's or Master's degree in Computer Science, Business Administration, or other related field or equivalent work experience preferred.
Experience with business process design and redesign preferred.
Demonstrated ability: to analyze issues and develop solutions and recommendations for appropriate action; to communicate effectively both orally and in writing; to prepare project documentation; to manage a matrixed team; and to establish and maintain effective working relationships.
Ability to work with multiple and diverse stakeholders, facilitating collaboration and consensus on plans, policies, and initiatives at the strategic, tactical, and operational levels.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
