Under limited supervision, serves as lead specialist that has gained and demonstrated proficiency in both the planning, design and project management functions concerned with substation and system protection projects.
In a project management capacity, manages a number of complex projects or a project of major scope and importance; receives general administrative direction with assignments given in terms of general objectives and limits; provides functional supervision of technical staff performing engineering and/or drafting duties for assigned projects. Schedules and coordinates major segments of complex projects to meet cost and time objectives.
Performs detailed development, planning, and implementation of numerous concurrent assignments of moderate to complex scope. Designs special substation and system protection projects; analyzes possible alternatives for design of project; develops project drawings; performs research, evaluates project costs, and writes specifications.
Assist in reviewing existing protective relay systems, selecting new relays and recommending operating settings. Keeps abreast of new technological and regulatory developments that may affect the organization; serves as subject matter expert during NERC audits. Prepares technical specifications, evaluates and recommends awards for bids for contracted work.
Serves as field engineer for projects; oversees construction work performed by contractors to ensure work meets specifications.
Works with consulting engineers to supply information on existing and proposed transmission lines & substations; provides oversight of consulting services.
Assist in the preparation of capital budget by listing needed capital improvements and all related material and labor costs, along with a time schedule for development. Participates in long-range planning activities for the department as assigned; participates in the evaluation of engineering activities and recommends improvement. Performs other related duties as assigned.
Minimum
Qualifications: Bachelors degree from a college or university in a field of engineering related to areas of assignment, such as electrical, civil, mechanical or related engineering with ten years of progressively responsible professional engineering experience. Professional Engineer (P.E.) License (or a license in another state with the ability to receive a license within six months). Valid drivers license. Must complete required NIMS level training within first six months of hire.
Knowledge of MS Windows, Microsoft Office software desired (Word, Excel, Project, Access and PowerPoint). Ability to systematically conduct power system performance assessments using statistical and empirical data. Must possess sound knowledge of the principles and practices of project management. Must be able to communicate effectively orally and in writing.
Physical Demands: Sitting for extended periods of time. Hand dexterity to operate a personal computer. Occasionally needs to climb or balance; stoop, kneel, crouch, or crawl.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
