Utility Worker - 2107

PURPOSE OF POSITION:
This is an entry-level position, which performs a wide variety of public works tasks in the construction, maintenance and repair of public Water Distribution, Storm Sewer and Sewer Collection systems, public streets and right-of-way. Operates all types of public works equipment, i.e., loaders, backhoes, dump trucks, snow plows, high velocity sewer cleaners, sewer TV unit, snow plows, etc.; follows safe work practices, and maintains records and reports as required. This is the entry-level position within the job family and involves a period of training and familiarization after which the position will perform the full duties of the position.
ESSENTIAL JOB FUNCTIONS:
Inspects, repairs, and/or maintains public streets and rights-of-way.
Inspects, repairs, and/or maintains streets, street signs, pavement markings, trees, community relation projects, right-of-way, and other activities as required.
Inspect, repair, and/or maintain water distribution systems, storm drain, sewer collection systems, and sewer lift stations.
Produces a variety of records and reports relating to inspections, maintenance activity, etc., as required.
Calls Oregon Utility Notification Center and identify the locations of utilities (gas, telephone, electric, television, water, and sewer) prior to any excavation.
Responds to various customer service requests; evaluates solutions; resolves problems if possible; and reports findings to leadworker or supervisor. Maintains good public relations through courteous and prompt attention to customer complaints.
Possesses ability to operate, maintain and perform minor repair to light and heavy equipment (backhoe, loader, chainsaws, welders, sewer cleaners, sewer television units, etc.).
Performs routine inspection and preventive maintenance of assigned equipment and tools by cleaning and checking equipment and tools before and after use. Report defects or needed repairs are reported to the supervisor or lead worker.
Performs required labor involved in the construction and maintenance of pavement cutting; crack sealing; base repair; sidewalks, curb and gutter, and wheel chair ramps repair; tree removal; snow removal; and others as assigned.
Performs required labor involved in the construction and maintenance of water distribution (install, repair and read water meters; exercise valves; install and repair water lines, standpipes, valves, pumps, etc.; and performs water shut offs and turn ons as needed), sewer collection and storm systems; install, repair, televise and clean sewer lines; repair and install manholes, cleanouts; maintains sewer lift stations; and cleans debris from catch basins, as needed.
Performs all duties in conformance with appropriate safety policies and standards.
Operates a motor vehicle safely and legally.
Maintains regular job attendance and adherence to working hours.
Maintains complete and accurate records.
Responds to after hour's emergencies.
Possesses basic knowledge and ability to operate computers and software programs with training.
Possesses ability to measure and compute using metric units and ability to convert between English and metric systems.
Possesses ability to perform heavy manual tasks for extended periods of time; works safely; communicate effectively verbally and in writing; establish and maintain effective working relationships with employees, other departments, and the public; and understand and carryout written and oral instructions.
Follows all safety rules and procedures established for work areas.
Regardless of what City of Ontario position is held, all employees are responsible for reporting any public hazards (potholes, fallen stop signs, fallen street signs, etc.) to the proper department.

AUXILIARY JOB FUNCTIONS:
May be required to work in other Public Works maintenance areas as needed. Maintain proficiency by attending training and meetings, reading materials, and meeting with others involved in areas of similar responsibilities. Maintain work areas in a clean and orderly manner. Deal with public as needed. Respond to various questions and resolve problems at the work site. May serve as a member of various employee and City committees and as a City representative to various City and interagency committees as assigned.


JOB QUALIFICATION REQUIREMENTS:

MANDATORY REQUIREMENTS:
Some knowledge of: equipment, materials, supplies, practices, methods, hazards and safety precautions used in street maintenance and road construction; tree maintenance, and water distribution, storm sewer and sewer collection maintenance and construction; plumbing, and heavy equipment operation. Ability to communicate orally and in writing. Ability to work independently and complete daily activities according to work schedules.
High school diploma or GED and 1 year experience or any satisfactory combination of experience and training, which demonstrates the knowledge, skills and abilities to perform the above duties.
DESIRABLE REQUIREMENTS:
Previous experience in the water distribution or sewer collection field. Previous experience in the street maintenance field. Herbicide applicator's license may be required. If Herbicide applicator's license is required, it must be obtained within twelve (12) months and will be paid for by the City.
SPECIAL REQUIREMENTS/LICENSES:
Possession of or ability to obtain a valid Class A Commercial Driver's License with appropriate endorsements and flagger certification.


PHYSICAL DEMANDS OF POSITION:
While performing the duties of this position, the employee is frequently required to sit, communicate, reach and manipulate objects, tools or controls. The position requires mobility. Many duties are physically demanding requiring the movement of materials weighing 50 pounds, up to 90 pounds with assistance. Movement of materials weighing 25 to 50 pounds may consume up to 30% of the work period. Duties require regular operation of light, medium and heavy equipment, use of hand tools, jackhammer, chainsaw, weedeaters, shovels, etc. Activity and types of duties performed require manual coordination and dexterity.


WORKING CONDITIONS:

The majority of duties take place outside with exposure to all types of weather conditions and terrain on a year-round basis. May be exposed to hazardous material including noise, fumes, chemicals, etc. Position is subject to emergency on-call response after normal duty hours.


SUPERVISORY RESPONSIBILITY:
None generally. May act as lead worker for part-time employees and community service workers.


Estimated Salary: $20 to $28 per hour based on qualifications.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
