NYS e-MPIRE Tax Processing System

The NYS e-MPIRE Tax Processing System is a large multi-tiered, very complex processing system which is responsible for billions in state revenue. Some of the most complex taxes are processed in this system. The taxes are below.
Corporation
Personal Income
Sales Tax
Daily Tasks will include but are not limited to the following:
Responsible for all phases of the System Development Life Cycle for a multi-tiered complex processing system. The responsibilities will include both new development as well as maintenance tasks.
Analysis of requirements and system design work.
Presentations of system designs to the users and technical communities.
Development of detailed design documents and program specifications.
Coding, unit and integration testing of programming assignments.
Writing and tuning SQL
Technical Support of user testing efforts.
Performance tuning of new and existing applications.
Production support tasks including analysis of issue, propose and implement solutions.
Mentoring of less experienced staff would be required.
The candidate must be able to work in a fast paced environment where legislative changes must be quickly implemented.

PART A: The ONE MANDATORY REQUIREMENT:

Expert Level
You must be an Expert Technical Architect with documented employment experience of 7
years (84
months).

- You must have technical experience centered around a technology, technologies or a portfolio of applications. Designing and implementing Information Technology solutions.

- You must be able to provide leadership of large teams and/or extensive industry experience and is considered at the top of his/her field.


PART B: Requested Desirable
Qualifications: The numbered qualifications below are not mandatory, but candidates should meet or exceed in duration and skill set target asked for, at least 5 of numbers 1 through 9.
60 months experience with a large Government Taxation organization, which includes business knowledge, technical design, development, maintenance and end user support of complex Tax Return processing.
At least 84 months experience with Java programming in an IBM Environment development using IDE of IBM's Rational Application Developer (RAD) that are built with Websphere Application Server ( WAS).
At least 84 months experience with XML, J2EE technologies Servlets, JavaScript, EJB, JDBC, JNDI, MQ series, JMS, CTG, JSP XML,BPEL, SOA, XSD, XPATH, JDOM and SCA.
48 months of Websphere Integration Developer (WID) that are built with Websphere Process Server ( WPS).
60 months of IBM DB2 experience working with large databases.
60 months of IBM MQSeries experience.
60 months of system analysis and design experience for multi-tiered transactional systems.
60 months of experience writing technical design specification documents for multifaceted component based systems.
At least 60 months experience in performance tuning large scale returns processing system.
Estimated Salary: $20 to $28 per hour based on qualifications.
