Interi-Disciplinary (Supervisory Psychologist or Social Worker)
The primary responsibilities of the Program Manager are to develop and manage programming related to the assessment and treatment of patients in the Intensive Outpatient Program (IOP) - a freestanding program within the Mental Health Behavioral Services Line.
The IOP provides integrated psychosocial outpatient treatment services to Veterans with addictive and co-occurring disorders who are determined to be at high risk to relapse or who need a step-down from a more intensive level of care.
Such patients will have the following characteristics:
Minimal risk of severe withdrawal; Biomedical conditions and complications are manageable through typical primary care or specialty outpatient medical clinic follow-up; Emotional, behavioral or cognitive conditions and complications are minimal or manageable as an outpatient; the patient has had variable engagement in treatment and may be ambivalent or lack awareness of his or her substance use or mental health related problems; there is a high likelihood of relapse to the patient's most intense level of substance use; the patient's recovery environment is not supportive and he or she requires assistance to cope with this lack of support and develop other supports.
The goals of the program are to provide integrated treatment in a welcoming environment that recognizes the complexities and demands of managing substance use and co-occurring disorders while encouraging and supporting continuous treatment relationships through multiple episodes of treatment.
The incumbent serves as primary clinician for a small cohort of patients while also having responsibility for overseeing the development of or implementation of programming for identified patients and supervising staff as they implement the IOP.
In addition to clinical supervisory responsibilities the Program Manager plays an essential role in fostering patient advocacy from a program perspective, through his or her relationships with the leadership of related programs (e.
g.
, more intensive levels of substance abuse services, other mental health clinics, inpatient psychiatric services, and other hospital-based services utilized by patients enrolled in the IOP) that constitute adjacent levels of care to the IOP.
The incumbent's responsibilities include oversight of clinical assessments, care and care planning and all related documentation.
He/she fosters excellent communication among staff under his or her supervision.
Thus the incumbent must demonstrate expertise in assessment and treatment of substance-related disorders and other psychiatric disorders from a number of theoretical perspectives and communicate their relevance effectively to his/her staff.
The employee must be proficient at patient assessment utilizing current best practices.
For example, the incumbent will be conversant and capable of using the most current patient placement criteria published by the American Society of Addiction Medicine and have a working knowledge of relevant VA practice guidelines.
In addition, the Program Manager will have diagnostic skills necessary to make accurate diagnoses using the most current edition of the Diagnostic and Statistical Manual of Mental Disorders (DSM); the incumbent will also be familiar with assessment of patients' readiness for treatment and techniques for fostering increased patient motivation.
