Human Resources Specialist

The Human Resources Specialist is assigned to Human Resources Management Service Line under Local Management at the Manchester VA Medical Center and provides the full range of HRM support including recruitment and placement, and wage administration, performance evaluation, and employee and labor relations for a group of organizational segments composed of Title 5, Title 38, Title 38 Hybrid, and Federal Wage System employees.
The employee is responsible for providing advice and assistance on complex HR matters to managers, supervisors and employees throughout the medical center.
The incumbent has comprehensive and thorough knowledge of laws, regulations, Executive Orders, court decisions, and issues related to the various Federal HR programs, including Recruitment and Staffing Service (RSS) rules, regulations and procedures.
Incumbent has knowledge of agency organizational structure, management policies, procedures and practices.
The incumbent identifies, evaluates and recommends to management appropriate HR interventions to resolve complex interrelated HR problems and issues.
The incumbent provides advice and guidance to management officials on the agency organizational structure as it applies to position allocations, job series and classification requirements.
Develops position descriptions, works on special projects, and provides management with insight in establishing organizational structures that support desired grade levels and facilitating employee development.
designs, evaluates and develops employee/supervisory development programs, training plans, course methods and materials.
Interprets standards and other HR policies, rules and regulations.
Work Schedule:
Full-time Monday through Friday from 8:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
