Safety and Occupational Health Specialist

The incumbent conducts, ordinates, and evaluates a Safety, Occupational Health, and Fire Protection Program at the VA Roseburg Healthcare System (VARHS), Roseburg, Oregon, Community Based Outpatient Clinics (CBOCs), and other related activities in the Public Service are.
The incumbent is designated as the Facility Safety Officer.
The incumbent has total independent responsibility for managing a Safety Program in a complex medical environment.
The incumbent services the Emergency Management Coordinator (EPC) and is solely responsible for the formulation, preparation, coordination, implantation, and maintenance of a variety of mission essential emergency, contingency and operational plans, policies, directives and regulations for VARHS.
Manages safety service contracts as assigned.
Acts as the Contracting Officers Representative (COR) for Safety, Occupational Health, and Fire Safety service contracts, such as Fire Alarm, Fire Sprinkler, Fire Extinguisher, Grease Hood Dry Chemical Extinguishing Systems, etc.
Maintains testing records for a minimum of five years.
Other duties of the position include, but are not limited to:
performs survey work to identify and evaluate hazardous and non-hazardous industrial and medical center work operations and conditionsparticipates and conducts Annual Workplace Evaluations (AWE's)drafts detailed reports of findings and proposes corrective measuresprovides informal instruction to work leaders and employeesprepares and revises safety instructions and policy memorandaadvises management officials, supervisors and safety representatives of appropriate occupational health measuresplans, develops, schedules, and implements appropriate orientation and training for supervisors and employees in safe work practices, fire prevention, occupational health, and chemical hazard communicationprepares all necessary material for each monthly Safety Committee meetingscoordinates all accident investigations, mishaps, and hazardous conditionsperforms weekly Environment of Care (EOC) roundsperforms monthly and annual fire extinguisher inspectionsmanages and oversees the Mass Casualty Decontamination (DECON) programwrites, implements, and maintains the VARHS system-wide Emergency Management Planis the Chairperson of the Emergency Management Committeeplans, coordinates, and conducts the required emergency preparedness drills for the VARHS, including CBOCs Work Schedule:
