THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.
This position is located at the Supervisor of Shipbuilding, Technical Directorate, Hull/Structures Engineering Division, in Bath, ME. As a professional Naval Architect and Engineer you will provide expert advice in the areas of design, construction, test and post-delivery activities of naval ships. Specific emphasis is placed on issues pertaining to naval architecture and hull structures, shock (pertaining to non-contact underwater explosives), habitability, deck machinery, welding, aviation facilities, ship arrangements, weight control, stability, fluid dynamics, damage control, corrosion control, insulation, accuracy control, lifting and handling and radar cross section.
You must be a US Citizen. Must be registered for Selective Service, see Legal & Regulatory Guidance. Suitable for Federal employment as determined by background investigation. Selectee may be required to successfully complete a probationary period. You must obtain and maintain a SECRET security clearance.
As a Naval Architect, your duties will include, but not be limited to:
Interpreting and applying ship design specification criteria to ensure analyses and recommendation are accurate
Coordinating with other engineers in design development and ship construction to ensure all technical area are covered
Monitoring and managing shipboard structural design, construction and testing
Reviewing contractor engineering products to ensure compliance
Identifying and resolving problems that arise during in process inspection, test and trails
Conducting architectural calculations to solve installation problems on Naval ships structures.

BASIC EDUCATION REQUIREMENT FOR ENGINEERS
You have successfully completed a full 4-year course of study in an accredited college or university leading to a professional engineering degree. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
You have a combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (a) Professional registration; (b) evidence of having passed the Engineer-in-Training (EIT) examination; (c) Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified above; or (d) Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

In addition to the education requirement,your resume must demonstrate one year of specialize experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional engineer or architect providing technical support on the execution of naval ship design projects. Specialize experience may include:designing structures or systems in support of naval ship construction; assisting in leading ship design projects; performing engineering calculations for design development; coordinating ship system design requirements, and/or coordinating projects across multiple engineering and administrative disciplines

A Ph.D or equivalent doctoral degree.
Successful completion of three years of progressively higher level graduate education leading to a Ph.D.
A combination of education and experience as described above that equates to one year of experience.

In addition to the education requirement,your resume must demonstrate one year of specialize experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector as aprofessional architect or engineer advising on the design and construction of Naval Warships. Specialize experience may include: Developing, evaluating or approving technical documents for system projects; coordinating ship system design requirements, specification, and/or design waivers; leading projects to coordinate the development, test and evaluation, repair, integration, or delivery of ship systems and/or related components; and/or coordinating projects across multiple engineering and administrative disciplines.
Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position.

Regular travel to other sites to conduct inspection of ships and their progress is essential in maintaining current status of the design, construction and test process. Shipyard and ship visits will require walking climbing, crawling, etc., through difficult areas of the shipyards and ships under construction; extended workdays during at sea testing of ship's equipment and mechanical systems will be required
Work requires frequent and recurring construction inspections, which requirewalking, stooping, climbing or bending atconstruction sites and installation that involve exposure to adverse weather, high noise levels and hazardous conditions.
There is frequent exposureto noise and industrial hazards (dust, fumes, and possible radiation) for which a variety of protective devices and clothing required.
Travel via all modes of transportation , outside the commuting areas to CONUS and overseas is required
