The primary responsibility of this position is to provide federal environmental oversight of private sector mineral exploration, development and production activities occurring on public lands. This includes exploration, development and production of locatable (e.g. gold, silver and copper), saleable (e.g. sand and gravel) and leasable (e.g. geothermal) minerals. Mineral proposals range from exploration programs of all sizes, to pilot testing projects, and several full development projects including geothermal-based electrical production and large-scale mines involving several thousand acres. Customers range from small-time operators to major international corporations. The operational proposals, reclamation plans, and reclamation cost estimates must all be reviewed for conformity with the appropriate regulations as well as other laws and State regulations. Surface use and occupancy determinations must also be made. A major part of the duties for this position will be to review of proposed mineral operations for impacts to the environment, including closure of large scale heap leach facilities. The staff person's time will be spent both in the office reviewing proposals and leading minerals projects as well and in the field inspecting projects for compliance with the regulations and other laws. For GS-11 : In addition to meeting the basic education requirement you must have one (1) year of specialized experience, equivalent to at least the next lower grade level (GS-09) in the federal service. At this level, geologists work assignments require the geologist to determine approaches & solutions, using judgment in modifying, adapting & making compromises within standard guidelines, applying standard scientific practices to new situations & relating the work to precedents. Completed work is reviewed for technical soundness & conformance to requirements & objectives of the assignment.-- OR -- Completion of three (3) full years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in the field of geology or directly related fields of study.-- OR -- I meet the basic requirement AND I possess an equivalent combination of the type and level of experience and education described above (I will provide a copy of my college transcript).

This position falls under the group coverage qualification standards for Professional and Scientific positions in conjunction with the Individual Occupation Requirements for Mining Engineer and Geologist. KSA 3 : Skill in inspection protocol, and enforcement of measures intended to protect the environment, and appropriate follow-up measures.
KSA 4 : Expertise and ability to conduct mineral examinations, including mineral in character, uncommon variety, and surface use determinations, mineral appraisals, and mineral potential determinations.
KSA 5 : Skill at coordinating review, inspection, and enforcement activities with other agencies and members of the public.

For Mining Engineer - Basic Education Requirement:
A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
--OR--
B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

Specialized Experience Requirements:
For GS-09 : In addition to meeting the basic education requirement you must have one (1) year of specialized experience, equivalent to at least the next lower grade level (GS-07) in the federal service. At this level assignments are more difficult & complex than those performed by recent graduates of a baccalaureate program. Examples: assist higher level mining engineers in minerals exploration, development & production activities such as prepare/review exploration plans or the extraction of minerals; determine mineral reserves, inspect mining operations & reclamation activities. -OR-- I meet the basic requirement AND I have completed 2 years of graduate level education leading to a master s degree or equivalent graduate degree in engineering. --OR-- I meet the basic requirement AND I have an equivalent combination of additional education and experience described above. --OR-- I meet the basic requirement AND I have a combination of superior academic achievement See OPM Quals Standard-General Policies E(4)(f) and 1 year of appropriate professional experience. --OR-- I meet the basic requirement AND I have completed a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering AND I have 1 year of appropriate professional experience (I will provide a copy of my college transcript).
For GS-11 : In addition to meeting the basic education requirement you must have one (1) year of specialized experience, equivalent to at least the next lower grade level (GS-09) in the federal service. Specialized experience is further defined: examples of experience; at this level, work is difficult requiring a thorough knowledge of the subject matter involved. Examples: perform work in solid minerals exploration, development & production such as prepare or analyze exploration plans, the extraction of minerals in conformance to lease terms & conditions, or mine plans; determine mineral reserves, inspect mining operations & reclamation activities. -- OR -- I meet the basic requirement AND I have completed 3 years of graduate education leading to a Ph.D. degree or equivalent doctoral degree in engineering.-- OR -- I meet the basic requirement AND I have an equivalent combination of additional education and experience described above (I will provide a copy of my college transcript).
FOR Geologist - Basic Education Requirement:
A. Degree: geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography.

B. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.
Evaluation of
Experience: Acceptable experience may have been gained through geological field or laboratory work that provided a means of obtaining professional knowledge of the theory and application of the principles of geology and closely related sciences, e.g., geophysics, geochemistry, or hydrology.
Specialized Experience Requirements:
For GS-09 : In addition to meeting the basic education requirement you must have one (1) year of specialized experience, equivalent to at least the next lower grade level (GS-07) in the federal service. At this level, geologists independently perform recurring assignments that are more difficult & complex than those performed by a recent graduate. Examples: review & provide geologic expertise in the processing of applications to conduct drilling; review mineral exploration proposals & recommend stipulations to protect resource values; provide geologic data to staff engaged in drainage & economic evaluation. --OR-- Completion of two (2) full years of progressively higher-level graduate education leading to a master s degree or master s or equivalent graduate degree in the field of geology or directly related fields of study .--OR-- I meet the basic requirement AND I possess an equivalent combination of the type and level of experience and education described above (I will provide a copy of my college transcript). The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
