About the Position: The Power Reliability Enhancement Program (PREP), Special Missions Office, HQUSACE provides vital electrical and mechanical engineering support to critical facilities throughout the Department of Defense. The PREP mission is to promote resiliency and serve as a focal point for reliability. The work is challenging and diverse, yet rewarding. The incumbent must be able to work as part of a team and, at other times, will lead teams to accomplish specialized engineering studies, perform facility condition assessments, and develop solutions for complex problems. This general engineer position will perform electrical engineering and mechanical engineering duties but must also be able and willing to perform various engineering functions as needed to address other facility issues such as site work to place transformers, generators, etc, fire protection systems, supervisory controls, intrusion detection systems, automated maintenance management, and more. Must be able and willing to work on and around energized electrical and mechanical components and in cramped spaces such as mechanical rooms and communications closets and be able to climb ladders and work with hand tools and digital test equipment. The individual must be a self-starter, willing to take on new challenges and able to develop new skills. Incumbent must be able to obtain and retain a Top Secret/SCI personnel security clearance and will be subject to periodic drug testing. You will serve as a Technical Leader of Power Reliability Enhancement Program (PREP) with responsibility for the coordination and technical content of the tasks assigned to the DOD Executive Agent for the Electrical Power Modernization Program for Critical C31 facilities.
Your principal responsibilities will be technical project and program development; operations and maintenance; continuing quality assurance/quality control; analysis and evaluation of operation and equipment; and planning for new systems and threats. PREP staff is responsible for: collection and analysis of data; evaluation of conditions at specified sites; establishment of standards and criteria for improvement of facilities; recommendations for quick-fixes; development of plans for operation and maintenance; development of plans for design and construction to improve power reliability of facilities; and development of long range requirements.

Experience required:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Planning, programming, implementing and directing assigned tasks within the Power Reliability Enhancement Program (PREP) or similar programs; conducting on-going study and review of technical work to include examination of possible technical approaches for the purpose of improving systems reliability; and providing expert advice on technical matters related to PREP or similar programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11)

Must be able to obtain and maintain a Top Secret security clearance. Position is designated critical sensitive as defined in DoD 5200.2-R. This requires that a personnel security investigation be adjudicated on a pre-appointment basis which may take up to 120 days or longer to process. The selectee may be allowed to start work prior to adjudication if management approved. Obtaining and maintaining a top secret clearance is a condition of employment. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
Must comply with Drug Abuse Testing Program requirements. This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Applicants tentatively selected for appointment to this position will participate in drug urinalysis testing, unless currently occupying a TDP within the Department of Defense. Tentatively selected applicants will be required to sign DA Form 5019 (Condition of Employment for Certain Civilian Positions Identified as Critical Under the Department of the Army Drug-Free Federal Workplace Program) requiring participation in random drug testing as a condition of employment. A job offer to an applicant who is a not a current employee will be withdrawn if the applicant refuses to be tested. Applicants with verified positive test results shall be refused employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
