The FDA's Office of Regulatory Affairs (ORA) is the lead office for all FDA Field activities as well as providing FDA leadership on imports, inspections and enforcement policy. ORA supports FDA Product Centers by inspecting regulated products and manufacturers, conducting sample analysis on regulated products, and reviewing imported products offered for entry into the United States. ORA also develop FDA-wide policy on compliance and enforcement.
This is an interdisciplinary position and may be filled in one of the following disciplines:

LOCATION: This position is located in the Food and Drug Administration (FDA), Office of Regulatory Affairs (ORA), Pacific Region, San Francisco Laboratory, Chemistry Section, Alameda, CA.

This position serves as an analytical instrumentation expert within an FDA ORA Regional or Field Laboratory in the color food additives or element instrument analysis section. Major duties include:
Operate and maintain highly technical scientific equipment
Formulate and conduct research that evaluates new instrumentation and its applicability to the required analyses
Analyze samples by reviewing background material, pertient agency regulations, federal laws, and other relevant material
Serve as a scientific advisor to othe ORA field professionals
Provide advice and serve as a technical expert concerning instrumentation and methodology problems
Organize and present seminars and training sessions on specialized instrumentation and related analytical methods and research
Write professional reports of findings and offer them for publication in recognized scientific journals

SPECIALIZED
Experience: Experience directly related to the position to be filled which has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes knowledge of one or more scientific fields operative within the laboratory; develop, improve, or validate analytical procedures; analyze samples; prepare written reports, findings and recommendations.
GS-13: Applicants must have one year of specialized experience at least equivalent to the GS-12 level in Federal service.
Documenting
Experience: In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
EDUCATION STATEMENT - Individual Occupational Requirement: This position has an education requirement. EDUCATION REQUIREMENT - Applicants must have successfully completed one of the following:
For GS-0401, Biologist:
A. Degree in biological sciences, agriculture, natural resource management,chemistry, or related disciplines appropriate to the position; -OR-
B. Combination of education and experience - courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
For GS-0403, Microbiologist:
A. Degree in microbiology; or biology, chemistry, or basic medical science that included at least 20 semester hours in microbiology and other subjects related to the study of microorganisms, and 20 semester hours in the physical and mathematical sciences combining course work in organic chemistry or biochemistry, physics, and college algebra, or their equivalent; -OR-
B. Combination of education and experience - courses equivalent to a major in microbiology, biology, chemistry, or medical science that included courses as shown in A above, plus appropriate experience or additional education.
For GS-0414, Entomologist:
A. Degree in entomology or a related discipline of the biological or physical sciences that included at least 16 semester hours in entomology; -OR-
B. Combination of education and experience - courses equivalent to a major that included course work as shown in A above, plus appropriate experience or additional education.
For GS-1320, Chemist:
A. Degree in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differentials and integral calculus, and at least 6 semester hours in physics; -OR-
B. Combination of education and experience - course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
