Functional Statement Title/#: Social Worker
Mental Health Residential Rehabilitation Treatment Program Cherry Street Compensated Work Therapy Transitional Residence Program Director - Leeds, MA (GS-12 only)
The incumbent serves as Program Director for VA Central Western MA Healthcare System, the Cherry Street Compensated Work Therapy/Transitional Residence (CWT/TR) located in downtown Northampton, MA. The Program Director is responsible for all administrative and clinical duties related to the Compensated Work Therapy/Transitional Residence (CWT/TR), providing treatment to Veterans who are homeless and diagnosed with a substance use disorder and other co-existing disorders. These services include provision of high quality case management, clinical treatment, advocacy, coordination of linkages to other appropriate VA or community service providers and/or agencies, as needed by the client. This is accomplished in collaboration with members of the Vocational Rehabilitation Department staff and the Compensated Work Therapy/Transitional Residence (CWT/TR) treatment team members. The goals of the program are to help Veterans find employment, housing and improve their overall mental health functioning. The program helps Veterans build a network and foundation in recovery to help them achieve independence. The Program Director, in conjunction with the treatment team, provides direct patient care services to the Veterans. Clinically, the Director is responsible for direct patient care services. Administratively, the Director develops policies and procedures for program operation and prepares reports and statistics for facility, VISN, and national use. The coordinator is responsible for the program's budget and various control points assigned to the program. The Program Director is capable of practicing at the advanced level and has specialized knowledge of practice related to diagnoses and a diverse patient population.
Outpatient Mental Health Social Worker - Leeds, MA
The incumbent is a professional social worker assigned to one of the Community Based Outpatient Clinic's (CBOC's) within the Mental Health Service line at Northampton, MA. The incumbent must use a high level of skill in assessing and treating the complicated psychosocial problems of veterans referred to the Community Based Outpatient Clinic's (CBOC's). The incumbent completes thorough psychosocial assessments as part of the consult process when the Veteran's are initially referred. The incumbent works within a core treatment team milieu. Provides individual, group, couples, family couseling, crisis intervention and referral for resources and benefits.
Inpatient Psychiatry Unit Social Worker - Leeds, MA
The incumbent is responsible for the management, coordination and provision of social work services to Veterans and their families on an inpatient psychiatric unit. The incumbent is responsible for completing psychosocial history and assessments, advance directives, treatment planning, case management, individual, couples and group counseling, and coordination of discharge plans for Veterans admitted to an inpatient psychiatry unit. The incumbent will also provide consultation/education to Veterans and families on community resources, organ donation and VA benefits.
Substance Use Disorder Clinic Social Worker - Leeds, MA
The incumbent is a professional social worker assigned to the Substance Use Disorder Clinic (SUD-C) on the Medical Center Campus of VA Central Western Massachusetts Heathcare System. The incumbent must use a high level of skill in assessing and treating the complicated psychosocial problems of Veterans referred to Substance Use Disorder Clinic (SUD-C). The incumbent must be able to assess and treat clients who suffer from addictive disorders, including dual diagnoses. The incumbent completes thorough psychosocial assessments as part of the consult process when the Veteran's in initially referred. The incumbent works within a core treatment team milieu. Provides individual, group, couples, family counseling, crisis intervention and referral for resources and benefits.
Outpatient Mental Health Social Worker - Pittsfield, MA
The incumbent is a professional social worker assigned to one of the Community Based Outpatient Clinic's (CBOC's) within the Mental Health Service line at Pittsfield, MA. The incumbent must use a high level of skill in assessing and treating the complicated psychosocial problems of veterans referred to the Community Based Outpatient Clinic's (CBOC's). The incumbent completes thorough psychosocial assessments as part of the consult process when the Veteran's are initially referred. The incumbent works within a core treatment team milieu. Provides individual, group, couples, family couseling, crisis intervention and referral for resources and benefits.
Basic Requirements:
U.S. Citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE).
Licensure: License or certified by a state to independently practice social work at the master's degree level.
English Language Proficiency
GS-9 Social Worker.
Experience, Education and Licensure. GS-9 is the entry level grade for the GS-185 social work series and is used for social workers with less than one year of post-MSW experience and for social workers who are not yet licensed or certified at the independent practice level. The candidates must demonstrate the KSAs below.
Demonstrated Knowledge, Skills, and Abilities.
(1) Ability to provide psychosocial treatment to a wide variety of individuals from various socioeconomic, cultural, ethnic, educational, and other diversified backgrounds. This requires knowledge of human development and behavior (physical and psychological), and the differential influences of the environment, society, and culture.
(2) Ability to work with patients and families who are experiencing a variety of psychiatric, medical, and social problems utilizing individual, group, and family counseling skills. Work with more complex problems is done under close supervision. With guidance from the social work supervisor, ability to assess the psychosocial functioning and needs of patients and their family members, and to formulate and implement a treatment plan, identifying the patient's problems, strengths, weaknesses, coping skills, and assistance needed.
(3) Basic knowledge of psychosocial treatment modalities and, under supervision, ability to implement treatment modalities in working with individuals, families, and groups to achieve treatment goals. This requires judgment and skill in utilizing supportive, problem solving, or crisis intervention techniques.
(4) Ability to establish and maintain effective working relationships with clients, staff, and representatives of community agencies.
(5) Ability to communicate effectively, both orally and in writing, with people from varied backgrounds.
(6) Knowledge of medical and mental health diagnoses, disabilities, and treatment procedures. This includes acute, chronic, and traumatic illnesses/injuries; common medications and their effects/side effects; and medical terminology.
(7) Basic skill in the use of computer software applications for drafting documents, data management, and tracking. Ability to learn and utilize software programs in use by VHA.
GS-11 Social Worker.
Experience, Education and Licensure. Promotion to the GS-11 full performance level requires completion of a minimum of 1 year of post-MSW degree experience in the field of health care social work (VA or non-VA experience) and licensure or certification in a state at the independent practice level.
OR
In addition to meeting basic requirements, a doctoral degree in social work from a school of social work may be substituted for the required 1 year of professional social work experience in a clinical setting. In addition, the candidate must demonstrate the KSAs below.
Demonstrated Knowledge, Skills, and Abilities
(1) Knowledge of community resources, how to make appropriate referrals to community and other governmental agencies for services, and ability to coordinate services.
(2) Ability to independently assess the psychosocial functioning and needs of patients and their family members and to formulate and implement a treatment plan, identifying the patient's problems, strengths, weaknesses, coping skills and assistance needed, in collaboration with the patient, family and interdisciplinary treatment team.
(3) Ability to independently conduct psychosocial assessments and provide psychosocial treatment to a wide variety of individuals from various socio-economic, cultural, ethnic, educational and other diversified backgrounds. This requires knowledge of human development and behavior (physical and psychological) and the differential influences of the environment, society and culture.
(4) Knowledge and experience in the use of medical and mental health diagnoses, disabilities and treatment procedures. This includes acute, chronic and traumatic illnesses/injuries, common medications and their effects/side effects, and medical terminology.
(5) Knowledge of psychosocial treatment and ability to independently implement treatment modalities in working with individuals, families and groups who are experiencing a variety of psychiatric, medical and social problems to achieve treatment goals. This requires independent judgment and skill in utilizing supportive, problem solving or crisis intervention techniques.
(6) Ability to independently provide counseling and/or psychotherapy services to individuals, groups and families. Social workers must practice within the bounds of their license or certification. For example, some states may require social workers providing psychotherapy to have a clinical level of licensure.
(7) Ability to provide consultation services to other staff about the psychosocial needs of patients and the impact of psychosocial problems on health care and compliance with treatment. Ability to provide orientation and coaching to new social workers and social work graduate students. Ability to serve as a field instructor for social work graduate students who are completing VHA field placements.
GS-12 Senior Social Worker.
Experience, Education and Licensure. Senior Social Workers have experience that demonstrates possession of advanced practice skills and judgment. At least two years should be in an area of specialized social work practice. Senior social workers must be licensed or certified by a state at the advanced practice level which included an ASWB advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice). Senior social workers may have certification or other post-masters training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship or equivalent supervised professional experience in a specialty. In addition, the candidate must demonstrate the professional KSAs below.
Demonstrated Knowledge, Skills, and Abilities
(1) Advanced knowledge of and mastery of theories and modalities used in the specialized treatment of complex physical or mental illness. Ability to incorporate complex multiple causation in differential diagnosis and treatment of veteran patients, including making psychosocial and psychiatric diagnoses within approved clinical privileges or scope of practice.
(2) Ability to determine priority for services and provide specialized treatment services.
(3) Advanced and expert skill in a range of specialized interventions and treatment modalities used in specialty treatment programs or with special patient populations. This includes individual, group, and/or family counseling or psychotherapy and advanced level psychosocial and/or case management interventions used in the treatment of veterans with polytraumatic injuries, spinal cord injuries, traumatic brain injuries, visual impairment, post-traumatic stress disorder, etc.
(4) Advanced knowledge and expert skill in developing and implementing methods for measuring effectiveness of social work practice and services in the specialty area, utilizing outcome evaluations to improve treatment services.
(5) Ability to coordinate the delivery of specialized psychosocial services and programs.
(6) Ability to design system changes based on empirical findings.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
