Position Overview:
The Estimator at Henkels & McCoy would work within our fast-paced, multi-task environment. This position has responsibility for the timely and accurate development of bids and proposals for the construction operations of the East Region Gas and Underground Business Unit; assisting with the management of field crews may be required on a project-by-project basis.
Provide recommendations and comments in the bid/no-bid decision with management. Participate as needed in every level of the estimating process including: reviewing of contract document issues and requirements, attending pre-bid meetings, traveling to job locations to confirm project site conditions and evaluating contract specifications and scope definition on bid opportunities. Meet bid deadlines and customer presentation requirements.
Responsible for detailed cost estimating and qualification development for proposals, regardless of size or complexity. Professionally and adequately estimate the cost for and pacing of the personnel, equipment, materials and subcontractors associated with each project. Final mark-ups and risk assessment will be jointly determined with management approval at the formal proposal evaluation review. This task shall be performed with sensitivity to the competitive union marketplace.
Assist in defining the operations project/contract deliverables to the customer as required by the contract. Assist field personnel in developing and/or recommending change orders to scope as needed.
Plan all projects with expectations for the efficient use of personnel, equipment, materials and subcontractors within contract requirements, time guidelines and other restrictions. Develop bill of materials as required. Assist field project management with project task scheduling issues. Proactively identify and suggest solutions for known or anticipated construction problems to minimize cost and reduce risk. Negotiate positive resolutions with customer on any disputes that may arise.
Participate in assigned contract pre-plan meetings. Communicate production goals and pacing, as bid into the project, in terms of man hours, tracking and billing units, material usage planning and subcontractor requirements. Provide job-related documentation to field operations, project management staff and the back office Project Controller and other Administrative staff as needed.
Maintain files as back-up for estimate figures. Review and incorporate historical data from past projects, subcontracts, productivity analysis reports, etc. into unit and man hour figures as appropriate.
Serve as a business development representative/contact person with customers, subcontractors and vendors, including past customers of Henkels & McCoy. Maintain a confidential professionalism with all relationships.
Review on-line bid services for business opportunities related to the work performed by the East Region. Assist H&M in growing the business both within our current geographic area and in other parts of the country. Support other Regional Business Units by following leads as assigned.
Participate in the annual business development review process, providing information related to outstanding proposals, estimates in hand and known work opportunities.
Professionally engage in industry-emerging technologies and/or construction techniques to help expand the capacities of the Region's market share and profitability.
Apply H&M Project Management Methodology and tools on all projects.
As appropriate, participate in employee staff development and their annual performance reviews.
Minimum of ten (10) years of relevant experience in construction estimating and contract administration supported by some formal training.
Ability to read/interpret detailed prints and specifications for conceptual, lump sum or unit pricing and to negotiate pricing as needed.
Ability to perform take-offs, compare unit pricing and solicit subcontractor pricing.
General understanding of profit/loss terms such as cost, margin and fee is required.
Underground utility construction estimating experience required (i.e. gas, water, telephone, electric).
Previous experience in estimating underground gas systems required.
Must be fluent with Microsoft computer packages. Experience with computerized bidding software and critical path scheduling software is a plus.
Construction Management degree preferred or adequate related experience required.
Experience with Hard Dollars Construction /estimating/ software preferred.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
