This position is located within Naval Facilities Engineering Command Northwest (NAVFAC Northwest) Public Works Department Kitsap which has oversight for sites including Naval Base Kitsap Bangor, Naval Base Kitsap Bremerton, Keyport and NAVMAG Indian Island. The incumbent for this position provides engineering oversight for all Navy mechanical systems (Steam, Drinking Water, Sanitary Sewer, Compressed Air, and Natural Gas) within Naval Base Kitsap Area of Responsibility (AOR) and provides guidance regarding these systems to the Public Works Officer and the support commands. You must be a US Citizen. Must be registered for Selective Service, see Legal & Regulatory Guidance. Suitable for Federal employment as determined by background investigation. Selectee may be required to successfully complete a probationary period. You must obtain and maintain a security clearance.
Reviewing correspondence and reports concerning assigned programs/projects to assure effective and efficient action.
Conducting technical reviews for mechanical utility system engineering studies.
Providing technical consultation on complex mechanical engineering matters/improvements and adoption of new methods.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following: 1) Applying engineering concepts, principles, practices, and standards to execute planning, design, modification, and implementation of utility systems; 2) Using computer spreadsheets, word processing, computer aided drafting/computer aided design (CAD) systems during the planning, design, modification and implementation of mechanical systems; 3) Applying project and program management techniques to ensure proper coordination, planning, budgeting and/or execution of utility projects. A 40 hour work week is typical for this position.
The majority of work will be performed under field conditions requiring frequent field surveys ascending ladders to rooftops, trusses, and other semi-precarious positions with exposure to moving equipment, electrical currents, or toxic fumes. Must be capable of traversing hills, swales and rough terrain and be able to obtain a valid state driver's license and operate sedans, pickup trucks and vans.
Work environment usually involves the everyday risks or discomforts of working in offices and conference rooms, and riding in vehicles. Occasional field visits and inspections of facilities, systems, and structures will place the Utilities Engineer in an industrial environment, around moving parts, machines, mechanical plants, confined spaces, and where chemicals are being used which require the use of personal protective equipment (e.g., face masks, safety glasses, gowns, etc.).
Occasional overnight travel away from the normal duty station is required. Travel by military and commercial aircraft may be required.
Incumbent will be required to work occasioinally at Bangor, WA. May be required to work overtime, and call back and emergency overtime. May be required in accordance with Office of Federal Procurement Policy Act (41 USC 423) as amended. The employee may be required to complete an OGE 450 annually.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
