The State Department of Education (SDE) is seeking
a highly qualified individual for the
position of Special Education Director.
The Director of Special Education provides direct supervision and oversight of the state's implementation of the Individuals with Disabilities Education Act (IDEA). The incumbent collaborates with both the Directors of Elementary and Secondary Education and the Statewide System of Support, and is responsible for making key decisions related to the state's implementation of services for students with disabilities. Personnel supervision consists of Early Childhood and Interagency Coordinator, Quality Assurance and Reporting Coordinator, Dispute Resolution Coordinator, Funding and Accountability Coordinator, Results and Accountability Coordinator, Secondary Special Education Coordinator, Special Populations Coordinator, and appropriate support staff.
Indirect supervision includes Special Education Assessment Coordinator, School Choice Coordinator, Family and Community Engagement Coordinator, as well as oversight of statewide and regional technical assistance and instructional support providers employed by the institutes of higher education.
The implementation of IDEA requires the Director to both monitor Local Education Agency's (LEA's) adherence to the law, as well as to develop, implement, and manage initiatives of the Department and Division by providing information, technical assistance, professional development, training and guidance to constituents; interpreting state and federal laws; compiling and disseminating current research-based practices; collaborating with other program areas (content areas, assessment and accountability, teacher certification) and parent groups; representing the SDE on a variety of commissions, task forces, committees and study groups related to IDEA. This position requires approximately 25% travel time throughout the state for training and monitoring. This is a full time position serving under an appointment of the State Superintendent of Public Instruction.

Responsibilities:
Ensure Idaho's compliance with all federal requirements related to IDEA.
Oversee the distribution and monitoring of IDEA grant funds to local education agencies.
Direct the monitoring of services provided by local education agencies and related service providers to eligible children and their families to validate that the educational programs meet or exceed federal and state guidance.
Interpret, clarify, and provide technical assistance to both internal and district staff in matters related to special education and federal requirements.
Provide recommendations to districts concerning issues of compliance and effectiveness.
Lead statewide professional development efforts to district staff and related service providers that reflect both best practices and research.
Supervise data collection related to IDEA.
Oversee the annual state evaluation of IDEA services and performance (Annual Performance Report).
Serve as state contact for the federal Office of Special Education Programs (OSEP).
Act as state representative on a variety of cross agency committees related to IDEA.
Direct the state's monitoring of IDEA.
Oversee revisions of the State Special Education Manual.
Collaborate with other IDE directors in statewide initiatives such as: systems improvement, adoption of common core standards, effective teaching, school improvement efforts, etc.
Coordinate statewide and regional professional development and technical assistance provided by Institutes of Higher Education (contracts, policies, recruitment of staff, program evaluations, etc.)
Provide input to Idaho Institutes of Higher Education in personnel preparation programs and state identified areas of interest (MTSS, RDA, RTI, Positive Behavior Interventions and Support, Culturally/Linguistically Diverse Learners, Universal Design, Differentiated Instruction, etc.)
Provide direct supervision of staff including: performance evaluations, approval of purchasing, travel expenses, and federal and state reporting of time and effort.
Minimum
Qualifications:
Masters in Special Education or related field
Between five and eight years of supervision and/or administrative experience in education or a related field
Demonstrated knowledge of IDEA and Idaho State Special Education Policies and Procedures
Prior experience in the development and evaluation of policies and procedures, training materials, and technical assistance documents
Interpretation and application of complex information such as regulations, policies or services
Demonstrated ability to make critical decisions in a timely manner
Ability to supervise and mentor employees
Analyze and synthesize complicated materials
Skilled in organizational theory
Work with adult learners
Facilitate change management
Communicate effectively both orally and in writing
Deep understanding of curriculum, instruction, and assessment in both general and special education

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
