CSC seeking Business Financial Manager (BFM) to provide support services at DARPA in the new Biological Technology Office (BTO). Position provides business, financial, and programmatic support in managing, tracking, and executing program funding, while adhering to all required DARPA and BTO administrative policies and guidance.
Essential Job Functions
Assists in strategic planning, with development of technical, financial, and programmatic materials to help the PM in the development and execution of programs
Assists in preparation, drafting, and coordination of Source Selection documents such as Scientific ReviewMemorandum, Broad Agency Announcements, and Justifications for Other than Full and Open Competitions in accordance with Federal Acquisition Regulations (FAR) and DARPA policies and guidelines
Assists in preparation, organization, and execution of Proposer's Day Conferences or Workshops as requested
Assists in receipt, tracking, and processing of proposals for source selection activities
Assists in planning and organizing of Scientific Review Boards as requested
Assists in preparation of Source Selection Documentation in compliance with DARPA Instructions and guidelines
Assists in preparation of program documentation including Program Approval Documents (PADs), Memorandum of Agreements (MOAs), Security Classification Guides (SCGs), and quad charts in compliance with DARPA Instructions and
guidelines
Assists in preparation for and support of program meetings and conferences, to include program kick-offs and program reviews
Assists in performing financial management tasks to include the preparation, creation, and coordination of ARPA Orders, the monitoring of obligation and expenditure rates for each contract, and developing and maintaining Phase/Expenditure Plans
Assists in collecting obligation documentation and invoices and insuring data is posted timely to appropriate accounting systems
Assists in preparation, maintenance, and tracking to execute program baseline and re-baseline analyses and assessments to include program plans, work breakdown structures, milestone schedules, cost and other documentation to assess necessary actions to assure programs are in technical, schedule and cost compliance
Assists in preparation, maintenance and tracking support to execute cost and performance analyses and management reporting procedures to report the status of contracted effort
Assists in preparation and maintenance of files for each program performer contract including: official correspondence, contracts, original proposal and any subsequent modifications, official guidance, invoices, and all reports or deliverables
Assists in preparation and maintenance of files to include all relevant Program Objective Memorandum (POM) initiatives, Research and Development Descriptive Summaries (RDDS), and other program presentations
Assists in preparing correspondence and briefing materials to include copying and binding of briefings and reports
Assists in comprehensive archive management, including compilation, retention, logging, indexing, retrieval and storage of correspondence, presentation and financial files including briefings, final reports, technical papers and other documents
Performs complex financial analyses including budgeting, trend analysis, forecasting, and financial modeling; develops and implements capitalization methods, and reviews journal entries to meet business needs.
Collects budget, midyear forecast and other financial information; interprets, summarizes, and uploads forecast information to financial systems to provide information about profit and loss; may provide budget assistance to other department management.
Analyzes budget, midyear forecast and other financial information and prepares presentations with recommendations to senior management and corporate office; communicates with management and the corporate office regarding financial issues.
Develops financial controls, procedures, systems, and forecasting techniques to evaluate contract/program status and ensure compliance with government and customer requirements.
May provide leadership and work guidance to less experienced personnel.
Forecasts accurate and timely cash flow projections, sales projections, and expense projections to ensure that business needs are met.
Assists department managers with the budgeting process by working with department managers through the development process of each budget.
Makes recommendations for process or procedural changes, including training documentation and presentation to other organizations.
Basic Qualifications
Bachelor's degree or equivalent combination of education and experience
Bachelor's degree in business administration, finance, accounting or related field preferred
Five or more years of finance or accounting experience
Experience working with accounting principles and accounting software and databases
Experience working with financial analysis
Other Qualifications
Best candidates will have financial/budget experience with financial software tools in a government or business environment
Strong interpersonal briefing skills
Excellent working knowledge of Microsoft Office with regard to Excel, PowerPoint and Word required
Government Agency experience a plus
Candidate must be a US Citizen
Requires DoD SECRET security clearance
Ability to clearly communicate complex technical concepts and project information to both technical and non-technical audiences
