BLM is seeking a dynamic and energetic individual to join the team as a Public Affairs Specialist!The BLM manages more land - approximately 253 million acres - than any other Federal agency. This land, known as the National System of Public Lands, is primarily located in 12 Western states, including Alaska. The Bureau, with a budget of about $1 billion, also administers 700 million acres of sub-surface mineral estates throughout the nation.
We expect to fill one vacancy at this time; however, more than one position may be filled from this announcement.

At the full, GS-09 performance level, you will:
Maintain/improve/develop relationships with various media outlets throughout Southern Idaho by preparing news releases, writing feature stories, and providing requested background information such as maps, photos, pictures and art work.
Develop or adapt environmental education materials for use by schools and the public on such subjects as fire prevention, prescribed burns, fire equipment, fuels management, and fire rehab and schedules public meetings or workshops with groups/individuals to ensure public involvement in statewide fire programs.
Develop and coordinate the contents and construct of fire webpages for the Idaho IntraNet Website, determine content of webpages based on coordination with appropriate subject matter specialists and public interest, maintain the consistency, accuracy, and comprehensiveness of fire webpages, obtain color maps, photographs and synthesized graphics for use in the webpages and update content to improve the usability, look, and feel of the webpages.
Coordinate all wildland fire restriction and closure plan development and implementation.
Work with District Information Officer for press releases, media advisories and special projects.
A. Successful completion of a full four-year course of study leading to a bachelor's degree in a field that provided the knowledge, skills, and abilities necessary to do the work of this position (such fields include in journalism, communications, or other fields directly related to public relations) AND meet one of the following Superior Academic Achievement provisions: 1) a grade point average (GPA) of 3.0 or higher for all completed undergraduate coursework or for all courses completed in the last two full years of undergraduate work; 2) a GPA of 3.5 or higher for all courses in the major field of study, or those courses in your major completed in the last two full years of undergraduate work; 3) ranking in the upper one-third of your college, university, or major subdivision; or 4) membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies. NOTE: To qualify under this option, you must submit transcripts (official or unofficial) or other documentation to verify your Superior Academic Achievement.

B. Successful completion of one full year of graduate level study (the number of units your school uses to represent one graduate year or 18 semester hours or equivalent if that number is not available), or possess a master's or higher degree, e.g., LL.B., J.D., LL.M., Ph.D., in a field that provided the knowledge, skills, and abilities necessary to do the work. Such fields include journalism, communications, or other fields directly related to public relations. NOTE: To be found qualified under this option, you must submit transcripts (official or unofficial) to verify your education.
OR
C. At least one year of full-time work equivalent to the GS-05 level in Federal service (may be obtained in the public or private sectors) that required you to perform the following types of duties: 1) maintaining or updating an organizational web-site; 2) using standard media tools or social media to distribute coordinated information for an organization; 3) using public speaking skills to further an organization's goals or to instruct others (such as peers) in how to post or publicize social media events. NOTE: To qualify under this option, your resume must contain sufficient detail to prove you have one year experience performing these duties.

D. A combination of graduate education and specialized experience as described in B and C above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree and divide by 18 semester hours (27 quarter hours) or whatever number of units your school uses to represent 1 year of graduate study. Then take the number of months of full-time specialized experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. NOTE: To qualify under this option you must submit transcripts to verify your education and include proof of your experience in the text of your resume.
Education: For any college courses, graduate work, research, thesis or other non-descript courses listed on your transcript (such as Independent Research), please indicate through your resume or attachment memorandum from an academic professor how each course fulfills the specific education requirement, i.e., state number of semester hours credited, topic of study, grade earned.

CONDITIONS OF EMPLOYMENT
Travel and relocation expenses will not be paid by the Department of the Interior. Any travel, transportation and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.
The physical demands of this position are generally sedentary. Some field work is required and you must operate various government vehicles including those with four-wheel drive.
Work is basically performed in an office setting and office space is provided for most of this work, however, there are occasions when meeting are held in various meeting places outside of the office.

SEASONAL EMPLOYMENT
This position is a career-seasonal (subject to furlough) position. A permanent career-seasonal position includes all benefits of permanent employment, but does not provide for employment on a year round basis. In this position, the employee is guaranteed work at least 26 weeks, but not more than 50 in a service year; generally, it is expected you will work at least 6 months, but less than 9 months per year. When services are not required, employee will be placed in a non-pay status. Up to two weeks of paid vacation time may be used during part of the non-pay status period and/or unemployment compensation may be applied for. When in pay status the employee will work full-time (80 hours per pay period).
