This is an entry trainee level position leading to the full performance level Human Resources Assistant (NAF), NF-0203-03 position.
Assignments are selected to ensure the development of skills and abilities needed to perform the target level duties.
Completes a prescribed agenda of formal/informal classroom and on-the-job training and self-development as set forth in the Individual Training Development Plan.
The employee works under closer than normal supervision wherein work is closely reviewed and detailed guidance provided as needed. As employee progresses, supervisory control diminishes until full performance level is accomplished.
At management's request, the incumbent may be non-competitively promoted no earlier then 6 months or longer the one year of satisfactory performance provided the target position guide is classifiable to its present title, pay plan, series, and pay level at the time the incumbent has completed the required training, meets all regulatory and qualification requirements; and is performing the full scope of the major duties under the proper level of supervision.
Full Performance:
Serves as an assistant to Human Resources Specialists working in a Nonappropriated Fund (NAF) Human Resources Office. Performs a wide variety of technical support needed to administer the NAF Personnel Program.
Provides recruitment and placement support services to NAF HR Specialist: conducts recruitment/examining activities for equivalent and lower-grade positions. Reviews personnel request to determine the nature of staffing action; performs routine classification duties and position build, writes recurring and new vacancy announcements and prepare modifications as needed; rates resumes, updates event codes.
Determines eligibility and ensure that minimum qualifications are met; evaluates resumes for job-related criteria. Refer candidates for consideration.
Explains qualification decisions as required.
Prepares certificates as required.
Responds to customer inquiries on such matters as procedures for filing resumes, status of recruitment announcements, kinds of vacancies in the organization serviced and hiring procedures.
Assists in recruitment activities by arranging for physical examinations, verifying preferences, making job offers, coordinating EOD/release dates and processing pre-appointment security checks.
Performs miscellaneous clerical work such as using office automation to type a variety of documents; compiles information from reports, maintains files; etc.
Uses automated systems to track request for personnel action.
Interacts professionally with staff and customers internal and external to the organization on a variety of matters and inquiries.
Performs other duties as assigned.
NF-0203-02-
Progressively responsible clerical/administrative experience, which demonstrates the ability to perform the duties described above to include performing office automation functions. Ability to communicate orally and deal effectively with people of diverse backgrounds.
NF-0203-03-
Possess work experience in human resources/personnel to include knowledge of, and skill in applying, an extensive body of HR rules, procedures, and operations sufficient to perform a wide variety of interrelated and/or non-standard HR support work.
Ability to type and perform office automation functions.
Mobility and communication skills to the degree needed to perform the duties and responsibilities of this position in a satisfactory manner.
