Smartlink is looking to hire a Compensation & Benefits Manager in Annapolis, MD.

The Compensation & Benefits Manager is responsible for planning, developing and implementing the company's compensation and benefits programs including policies, processes and communications. The position will ensure the programs are market competitive, aligned with business goals, consistently administered, and in compliance with company policies and government regulations.

Primary
Responsibilities:

Compensation Programs
Oversee the development and administration of compensation programs including base pay, incentive programs, and executive compensation programs.
Work with other members of the human resources organization on the administration of the performance evaluation and salary review process.
In partnership with finance, implement and maintain a stock option plan or long-term incentive program.
Develop and administer of compensation ranges and grade levels.
Conduct market evaluations of existing compensation to ensure internal and external equity and market competitiveness.
Forecast budget for salary adjustments and advise on salary increase requests. Oversee annual merit increase process partnering closely with other members of the HR team and ensure adherence to merit guidelines and budgets.
Conduct appropriate job evaluations. Ensure salary classifications (FLSA, EEO) are compliant with Federal and State guidelines.

Benefits Programs
Oversee all employee benefits programs including but not limited to health and dental insurance, 401(k) plans, short and long-term disability, life and accidental death, and COBRA, providing optimum value to all employees of the organization.
Evaluate Smartlink's existing benefits programs and practices periodically, comparing our offerings with those of other local employers by analyzing other plans, surveys, and other sources of information.
Work with broker and third party administrator on benefit plan design recommendations and implementation of benefit enhancements. Facilitate annual RFP process for all benefit plans.
Prepare qualitative and quantitative analytics in collaboration with Finance to support development of cost-effective benefit programs, including proposals for program changes, utilization, vendor performance, trends and program analysis.
Review and analyze changes to state and federal laws pertaining to benefits, and facilitate necessary changes, assuring compliance with all applicable laws.
Conduct plan audits and prepare/distribute/file compliance materials including but not limited to summary plan descriptions, 5500 Forms, and 401(k) testing materials.
Implement approved new plans and changes by preparing announcement materials, booklets, and other media for communicating new plans and changes to employees. Conduct presentations on benefits and open enrollment, and manage the program companywide.
Partner with the legal department, broker, and third party administrator to oversee all benefit documentation such as original and amended plan documents, summary plan descriptions, benefit agreements and policies.
Develop and implement systems and procedures to streamline administrative functions for retirement/qualified plans and payroll.
Maintain professional, ethical, and company standards at all times.

Job Requirements:
Strong knowledge of compensation surveys, custom survey design and statistical analysis, incentive plan design and analysis, job evaluation methodologies and pay structure analysis and design.
Strong organization, communication, presentation, and interpersonal skills, and the ability to interact with senior management to initiate change and lead best practices.
Proficient in use of Microsoft Office (Word, Excel, PowerPoint, etc) and other computer skills.
Strategic thinking that supports management of responsibilities and priorities in a fast paced, growth-oriented and time-critical environment.
Excellent judgment and decision making skills.

Education and
Experience:
Bachelor's degree required.
A minimum of 5-10 years of compensation and benefits experience.

Travel Requirements:
Minimal travel (Estimated Salary: $20 to $28 per hour based on qualifications.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
