Summary of Position
This position is responsible for identifying, defining and documenting the mechanical characteristics of The Andersons railcar fleet; for creating and implementing the procedures and scopes of repairs associated with all fleet railcars; for ensuring that requisite repairs are accomplished in a manner that ensures efficient and economical repair spending by The Andersons Rail Leasing; for providing customer service; and for ensuring compliance with all AAR/DOT/FRA and other applicable environmental, Federal, State, and Local laws and regulations.
Nature and Scope
This position supports the Vice President in the control of all fleet costs relative to procedures, repairs and operations as well as with the clarification of the scopes of work when needed. Administration extends over all rail equipment controlled or managed by The Andersons Rail Group.
The incumbent is responsible for the coordination of the repairs to fleet railcars under the control of The Andersons making sure that the cars are repaired economically and to our standards. The incumbent is responsible for determining which outside shops are acceptable for performing repair work for The Andersons. The repair shop must meet strict certification guidelines set by the FRA and other governing bodies. This determination is based on the shop s performance record regarding the appropriateness of estimated repairs and the shop s history in making timely repairs. The incumbent is responsible for selecting shops with the above in mind along with being aware and in control of the freight expense related to the shop selection. The incumbent is responsible for assisting in auditing incoming estimates, which should result in reduced maintenance spending. As part of this function, the incumbent is accountable for coordinating any recovery from railroad damage through joint inspections of damaged equipment. Furthermore, this position must stay in tune with current repair issues and make recommendations for preventive maintenance.
This position is responsible for selecting repair facilities based on their capabilities, the quality of their work and with consideration of freight expenses to and from their shop location. Once shops are selected, this position is responsible for obtaining, auditing, negotiating and approving repair estimates prior to having work performed on cars with the result of reducing mechanical repair expense and maintaining the quality of our fleet. The incumbent must ensure that equipment is maintained in a condition conducive to favorable customer impressions and that minimizes customer problems in loading and unloading the rail cars.
This position, along with the other Railcar Fleet Maintenance Manager and the Senior Fleet Inspector, consults with and provides recommendations to management regarding new concepts in railcar maintenance procedures and requirements, and advises whether such concepts are (or are not) in the best interests of the company. The incumbent must be able to persuade field operations personnel that programs and procedures that benefit the overall fleet are also for their benefit.
The incumbent must have the ability to function with and through people in order to achieve departmental targets. The incumbent must be self-motivated and results-oriented, and capable of adapting to new ideas and concepts as they arise. The incumbent will work very close with the Senior Fleet Inspector and QA Manager who specializes in railcar repair inspections. Together they will develop the preventive maintenance programs and update the Anderson Repair Facilities on new and emerging trends/rules.
Background
The knowledge and skill needed to perform this position successfully are typically acquired through a minimum of seven years of progressive experience in the mechanical operations and repair function associated with rail equipment, other transportation equipment or heavy machinery. A Bachelor s degree in Engineering or Business is highly preferred. Additional years of education may be considered an offset for direct experience. The incumbent will have knowledge of the auditing and processing of AAR repair bills, and will understand the segmentation of repair costs between lessee and owner s responsibility. The incumbent will have in-depth knowledge of the AAR MSRP relative to railcar, tank car and component design/application standards and the AAR Field Manual and Office Manual relative to governing job codes, why made codes, qualifiers and all other associated charges. The incumbent must also be proficient with a computer. Proficiency with MS Office, ERP systems applications and database programs is required for this position.
Principal Accountabilities
The following accountabilities are to be carried out in a manner consistent with the spirit and philosophy outlined in The Andersons' Statement of Principles:
1. Design, implement, prepare scopes of work and direct all preventive maintenance and modification programs for the railcar fleet. Present programs for training purposes and provide repair instructions and drawings.
2. Institute an internal procedure program for all Anderson owned railcars, focusing on all aspects of the car repairs, qualifications/certifications and operational compliance.
3. Receive and respond, in a timely fashion, to notifications of railcars in need of repair. Select repair shops based on ability to perform work to The Andersons, Inc. standards, facility schedules and freight rates. High priority must be placed on the responses to these requests to insure the timeliest repair possible. This will be measured by the number of days in the shop and the monthly number of days of rental credit provided.
4. Obtain, review, negotiate and approve railcar repair estimates. This review and negotiation will directly reduce our maintenance spending.
5. Create, edit and maintain appropriate shop entries in the Out of Service table in The Andersons Rail ERP database. These entries need to be timely and complete for the success of many processes in the Rail Leasing Group.
6. Maintain awareness and keep records relative to AAR, DOT, FRA, the Field Manual/Office Manual of AAR Interchange Rules and Federal Register publications which are revised and updated frequently.
7. Work with all The Andersons customers and suppliers to see that the mechanical details of the deals are carried out according to time-lines and plans.
8. Establish and maintain contact with repair facilities to ensure all repairs being performed on The Andersons owned equipment are in accordance with AAR, DOT, FRA, and The Andersons standards.
9. When needed and under the direction of the Vice President - Fleet Operations, review used equipment available for purchase and make recommendations on needed repairs and upgrades. Incumbent must work closely with The Andersons Repair Facilities on initial maintenance programs.
10. Work toward and participate actively in the group s Process Improvement efforts. The goal is to continually search for a better way to do everyday tasks.
11. Establish and maintain an open and candid relationship with the Vice President - Fleet Operations, the other Railcar Fleet Maintenance Manager, Fleet Logistics Manager, Maintenance Analysis Manager and Senior Fleet Inspector, making suggestions and recommendations for improvement.
