Performs compliance analysis of laws, regulations and conducts performance monitoring of tribal programs and activities of the Nation. Analyzes operating procedures and systems and develops recommendations to devise the most efficient methods and makes recommendations for accomplishing work. Conducts work to assist in the Nation''s self-monitoring for regulatory compliance pursuant to NAHASDA Public Law. Must maintain the highest standard of accountability and be able to interact effectively with various branches and employees of the Cherokee Nation government and/or external agencies doing business with the Cherokee Nation. Identifies issues of non-compliance and/or inefficiencies of the Nation''s operations to develop recommended actions to resolve problems. Ensures reported information, recommendations or findings are conducted with objectivity and fairness in any recommendations and reports issued.
Conducts analysis of Cherokee Nation Programs and develops recommendations to assist Evaluation and Compliance Department to monitor activities of tribal programs including NAHASDA compliance.
Performs studies of work problems and procedures such as organizational change, communications, information flow, inventory control, agency reporting compliance, etc. Gathers and organizes information on problems or procedures including present operating procedures and performs cost analysis as appropriate and assigned. Develops written and/or verbal recommendations related to data gathered for analysis and recommends available solutions or alternate methods of proceeding.
Assists in recommending systems and procedures to aid in prevention of deficiencies of internal controls, fraud, waste, abuse or lack of compliance with established Cherokee Nation policies and procedures. Assists in developing recommendations for updates to functional or operational manuals, outlining methods of performing work in accordance with organizational policy and federal regulatory requirements. Conducts other special project work as assigned and directed. Other duties may be assigned.
EDUCATION REQUIREMENT
Bachelor''s degree from 4-year college or university in Accounting, Auditing, Business Administration or other related field; no substitutions.
EXPERIENCE REQUIREMENT
An additional two (2) years experience in a related field is required.
COMPUTER SKILLS
To perform this job successfully, an individual should have knowledge of Accounting software; Database software; Internet software; Spreadsheet software and Word Processing software.
CERTIFICATES, LICENSES, REGISTRATIONS
Must possess a valid driver''s license with a driving history verified through a motor vehicle report that meets requirements for Cherokee Nation underwriting rating. Requirements specific to Government Resources : Must be a Certified Fraud Examiner (CFE), Certified Internal Auditor (CIA), Certified Public Accountant (CPA), Certified Government Financial Manager (CGFM), or make a commitment to obtain any one of these certification within one (1) year of hire date.
OTHER SKILLS AND ABILITIES
Requires a working knowledge of government and financial accounting principles, automated accounting systems, grants administration practices, contracting, procurement and federal government reporting systems and methods. Requires ability to prepare financial and programmatic reports, to maintain audit records, accurately compose and perform internal operational, compliance and financial audits in a professional manner. Requires ability to establish and maintain effective working relationships with employees, funding agencies, the public and departments of the Nation and to communicate effectively in written and verbal forms. Must possess a working knowledge of Tribal Government structures and operations. Must possess a high level of creativity to conceive, design, and write performance standards for programs and departments, to analyze and develop solutions to financial and operational matters. Must possess a college-level of education and multiple years of experience to cope with unprecedented types of problems by using accepted business methods and techniques, or developing new methods and techniques in a specialized auditing or systems analysis capacity. Must possess skill or aptitude for computer usage and have experience using Spreadsheet and Word Processing programs, preparing reports with presentation and graphic programs such as Power Point, Freelance Graphics, etc. Must be able to organize, lead and motivate interdisciplinary teams as appropriate for purposes of evaluation and compliance of the Nation''s programs related to tribal, state and federal program laws and regulations. The duties of this position require independent, excellent inter-personal skills, as well as the skill to fully investigate sensitive transactions with utmost objectivity and integrity. The incumbent must have confidence to stand by his/her reports and findings. Must have knowledge of NAHASDA. Routine office equipment operation, must work well in a team based environment.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
