TheFERC Compliance Manager is responsible for the managing the federal regulatory and compliance functions related to Transmission and Energy Supply transactions, including interaction with corporate management, front and back office teams, and external parties such as regulators as necessary.
_DESCRIPTION OF ESSENTIAL FUNCTIONS
_

Analyze new and proposed FERC and NERC rules applicable to NorthWestern Energy Supply and Transmission business functions
Guide the Energy Supply Board & Executive Federal Energy Compliance Committee in the evaluation and measurement of federal regulatory risks for regulated and unregulated businesses related to Energy Supply transactions, including FERC, DOE, and CFTC
Develop policies and programs to adequately monitor and measure these risks
Implement and supervise FERC Internal Compliance Program
Monitor, on an ongoing basis, policy and rule changes at the federal level applicable to Transmission and Energy Supply
Develop strategies to manage and mitigate regulatory compliance risk
Assist Accounting in reporting consistent with applicable rules
Supply assessments of regulatory developments as required
Maintain knowledge of events that may impact NorthWestern Energy's federal regulatory compliance exposure, such as changes in policy, etc., to a degree sufficient to be able to make a general assessment as to the potential impact of these events on risk and compliance
Assist in the ongoing development of skills and training for employees throughout the Transmission and Energy Supply business areas
Advise the Energy Supply Board as to the potential risk impact of various strategies that may be under consideration
Assist in the coordination of work with BT to ensure that systems capabilities are sufficient to be in compliance with standards set forth in the Risk Policy, and to develop and manage ongoing enhancements in systems capabilities
Assist the Energy Supply Board in the periodic Risk Policy validation process by maintaining an appreciation of the effectiveness of the existing Market Risk Policy
Maintain sufficient understanding of industry leading market risk management practices to be ensured that NorthWestern's market risk management policies and procedures are appropriate
Administer internal review of all contracts generated by front office personnel relating to trading, purchasing, and marketing of electric and natural gas commodities (e.g., ISDAs, EEIs, and bilaterals)
Mentor and supervise FERC compliance specialist(s)
Lead FERC audits and compliance investigations

Must be able to demonstrate a good safety record
Must possess strong interpersonal communication skills
Must have a bachelor's degree in statistics, accounting, or finance or equivalent work experience
Law degree desired
Strong work experience in or exposure to an energy risk management function is desired. Preferred knowledge includes Western commodity markets, market risk management, statistics, financial analysis, and financial and accounting operations
Desired competencies include regulatory, public policy, business acumen, decision-making, facilitation, influence, initiative, problem solving, knowledge sharing, and project strategy and planning
