Responsible for providing strategic support to the integrated biometrics Doctrine, Organization, Training, Material, Leadership, Personnel, Facilities, Policy (DOTmLPF-P) Change Request (DCR) process, which addresses critical non-material gaps in DOTmLPF-P IAW JCIDS Manual for the Operation of the Joint Capabilities Integration and Development System. Also, provide strategic support to any identity operations (biometrics and forensics) related DCR.
Specific duties and activities include:
a) Provide support to the process which formally assigns CCMDs, Services, Joint Staff, and other DoD agencies roles and responsibilities to support completion of the JROCOM-approved Biometrics DCR recommendations.
b) Recommend changes to tactics, techniques, and procedures and/or implications on the safe use of the proposed non-materiel solution in the proposed operating environment.
c) Recommend forces and systems affected and impact on interoperability.
d) Evaluate the maturity of the science and technology area(s) or future systems involved and a risk assessment of the approach if any solution involves a material approach.
e) Include an analysis process, which provide a summary of the analysis methodology that led to any of the DOTmLPF-P recommendations.
f) Identify capability requirements and capability gaps addressed by the developed Joint DCR.
g) Develop a Joint DCR Findings and Proposed Implementation Plan. This will describe research, experimentation, and analysis findings, and the recommended implementation plan. List recommendations and implementation plans in terms of each applicable joint DOTmLPF-P element.
h) For each DOTmLPF-P recommendation, include a discussion of improvement and/or benefit to joint and multinational warfighting as well as joint and allied/partner nation interoperability.
i) Develop a proposed implementation timeframe. This timeline will include a discussion of relationships between recommendations and associated implementation timing (i.e., a joint organizational change has implications for a personnel change, which influences training plans). The timeline must also address resources required to implement (total resources, including additional research, hardware, DoD manpower, test range time). Timeline must also include a rough-order-of-magnitude total cost to implement the proposed change, including cost by FY and type of funding required.
j) Identify current or projected resource constraints with respect to implementing any element of the recommended findings.
k) Highlight any proposed concept not currently addressed within the DoD program.
l) Identify any additional un-programmed costs associated with implementing any of the recommendations.
m) Identify any DoD policy issues that would prevent the effective implementation of the recommended changes and the reason the proposed changes cannot comply with it.
n) Provide proposed changes to the policy, and identify other potential implications from the proposed changes in policy.
o) Identify any issues (DoD treaties, protocols, agreements, legal issues, DoD roles, missions and functions, interagency, multinational, etc.) associated with implementing any element of the recommendations. Include reference(s) to the specific policy or other issuance(s) which is (are) the issue. Identify any unresolved Joint Staff, OSD, CCMD, Service, or other DoD Component issues resulting from staffing and/or coordinating the recommendation document. Provide proposed resolutions.
p) Integrate and broaden identity (biometrics and forensics) management tasks and processes into existing Joint Doctrine.
q) Update and broaden identity management (biometrics and forensics) related concepts and language into the Joint Operations Family of Concepts.
r) Develop a stand-alone Joint Publication for Identity Operations (biometrics and forensics Support) to Military Operations.
s) Integrate Identity Operations (biometrics and forensics) into the Joint Lessons Learned Program (JLLP) process.
t) Integrate Identity Operations (biometrics and forensics) into the non-authoritative portions of the tasks within the UJTL.
u) Make recommendations to the DoD Components for the integration of Identity Operations (biometrics and forensics) into training.
v) Integrate Identity Operations (biometrics and forensics) tasks into Joint Staff and CCMD plans and orders, where appropriate.
w) Integrate tenets of Identity Operations (biometrics and forensics) into professional military education as well as proponent outreach to unit commanders.

Level III: Bachelors and 5 years of experience or Associates and 7 or high school and 11 yearsEstimated Salary: $20 to $28 per hour based on qualifications.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
