UIC Technical Services is looking for a responsible Senior Contracts Manager in the administration of Prime contracts/subcontracts. The Contracts Managers must be able to work independently and in a team environment that requires regularly interacting with Program Managers, client contracting organizations, support services personnel, and other key stakeholders. The Contract Manager reviews performance requirements ensuring contract/subcontract is in accordance with legal requirements and customer specifications and also monitors company performance on routine contractual obligations.

The Sr. Contract Manager will perform the following duties:

Contract administration functions for contracts typically extending over several years and will include equipment, services, supplies, or other complex programs and contractor provided oversight services; maintain systems/processes necessary to evaluate and monitor contractual performance related to such areas as delivery, cost, amount of progress or advanced payments, incremental funding, and option exercises.
Perform acquisition support, assistance, guidance, and policy interpretation involving annual, multiyear, and multi-functional contract management issues;
Work with contracts of various types, study problems and propose solutions on complex matters.
Provide sound and well thought out contract advice and recommendations to Senior Management on contract issues.
Analyze and present to Sr. Director of Contracts negotiating points with the Government on the reasonableness, allowability, and allocability of incurred costs
Review the accuracy of proposals in terms of Government solicitations requirements (may include insurance, estimating methods, pensions, employee compensation plans, purchasing and subcontracting procedures, and accounting methods, procedures and practices)
Coordinates and development of RFP responses for all opportunities, for subcontractors and Consultants.
Review the addition/placement of subcontracts after considering elements such as the technical capability of prospective subcontracts, reasonableness of proposed costs, and profit or fee, type of contract, degree of competition.
Ensure that signed contracts are communicated to all relevant parties to provide contract visibility and awareness, interpretation to support implementation.
Conducting post award Kick Off Meetings, internal and with all team members to ensure compliance with, and full understanding of, contractual requirements and to preclude unauthorized changes or alterations in contract provisions
Prepare official contract documents that incorporate approved contract modifications/requirements or settles issues that may develop after contract award.
Review all Contractor submitted invoices for accuracy.
As needed, provide guidance on contract matters to project managers or other operational staff, including training to new project managers and other employees in contracting practices and procedures.
Develop and implement procedures for contract management and administration in compliance with company policy. As appropriate, contribute to or influence company policies.
Work with Risk Management Department / Finance to coordinate contractual insurance requirements.
Support Product Management / Marketing to ensure company products and services are offered with appropriate, competitive terms and conditions
Monitor competitive terms. Monitor customer satisfaction with our terms and conditions and contracting practices. Recommend changes.
Handle on-going issue and change management
Monitor transaction compliance (milestones, deliverables, invoicing etc.)
Ensure contract close-out, extension or renewal.
Assists in the preparation of presentations meetings including PowerPoint presentations, generation of proposal packets, and supporting documentation.
Assists with future business opportunities through client networking, staffing of exhibit at technical meetings, and intelligence gathering on upcoming clinical programs.
Supervise Jr. Contract Administrators in day to day contract duties and responsibilities and provide leadership and mentorship to Jr. Contract Administrators.

This position will require sitting at a desk and minimal lifting (10 lbs max)
Required Skills
Insuring compliance with FAR/DFAR regulations and various reporting requirements. Insure compliance with SBA.
Strong background in acquiring commercial supplies and/or services for the Federal Government.
Experience working with multiple awards IDIQ vehicles.
Minimum of 15 years of experience with federal government contracts.
Extremely detail oriented, independent, and analytical.
Ability to work with minimal guidance and supervision.
Experience working federal competitive proposals
Strong organizational, problem solving/troubleshooting skills, effective written and oral communication skills and attention to detail, personnel management skills.
Proficient with MS Office Suite.
Familiar with FAR/DFAR and JTR/FTR
Ability to work in a fast-paced environment
Experience supporting contracts for an 8(a)

Desired Skills:

Previous experience with Cost Point database system.
Required Experience
Bachelor''s Degree and a minimum of 15 years relevant experience and 10 years experience managing proposals. May consider advanced degree and/or exceptional accomplishments in lieu of experience.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
