DUTY LOCATION: Johnson City, TN.
NOTE: This position involves a multi-grade career ladder . The major duties listed below represent the full performance level of GS-11. At the GS-5/7 grade level, the incumbent performs assignments of a more limited scope and with less independence. The incumbent will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Promotion is not guaranteed and no promise of promotion is implied. NOTE: Trainee will remain in hiring grade one (1) year regardless of time-in-grade or qualifications at a higher level.
The TCF internship is a comprehensive two-year program designed to train candidates for positions within the Veterans Health Administration (VHA). This program provides the foundation for developing interns from entry level to full performance level. It includes planned training, rotational assignments, and on-the-job work experiences. Trainees are expected to complete all mandatory requirements of the Individual Development Plan (IDP).
With more than 150 medical centers and hundreds of clinics nationwide, it is possible that you will need to relocate for a position. You will be required to sign a mobility statement before entering the TCF program. If relocation is necessary for permanent placement, VA pays for moving expenses.
This position is organizationally assigned to the VHA Office of Finance in VA Central Office, but will be located at a pre-approved VHA medical center, which operates as the intern-training site.
The employee is subject to gradually decreasing oversight as he or she develops the knowledge and skills necessary to perform the duties described below. This position description generally describes the duties and responsibilities of the trainee at the completion of the intern program. The employee is not expected to be in a position to perform all the duties and responsibilities outlined in this position description at the beginning of the intern program.
Major Duties:
You will serve as a Budget Analyst for the medical center operating budget, including all phases of program planning and analysis. You will determine requirements and establish priorities, provide guidance to managers and supervisors concerning formulation, planning, and execution of the operating budget. You will develop and implement policies and procedures advise management on the proper use of funds; ensure managers maintain adequate funding levels and controls throughout the year; and implement procedures and controls to minimize probability of the occurrence of an Anti-deficiency violation. You will conduct long range budget planning, provide projections based on variable factors, evaluate how budgetary changes impact program goals and operations. You will monitor and track obligations/expenditures through continued dialog with officials and staff, review written documents and examination of records. You will draft and implement policies and procedures for managing budgetary and fiscal operations and plans. You will determine necessity for establishment of new systems, methods or techniques for adhering to provisions; review and analyze requests by service chiefs for reprogramming and fund adjustments, and recommend approval and disapproval. You will formulate the operating program budget, manage and monitor fund distribution for operation of the medical center. You will perform other duties as assigned.
Work Schedule : Full-time employment; Other Shifts; Monday thru Friday: 7:45am to 4:30pm.

Applicants must be a recent graduate who has completed, within the previous two years, a bachelors and Superior Academic, masters, professional, doctorate degree or certificate from a qualifying educational institution such as an accredited 4-year college or university; a graduate or professional school (e.g., law school, medical school.) (Note: Certificate program is defined as post-secondary education in a qualifying educational institution equal to at least one academic year of full-time study that's part of an accredited college-level, or business school curriculum.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
