Job Description Manage all SCM activities associated with Precision Systems Rockets organization, with over $150M in annual purchases. Actively participate with Finance and Program Management in the monthly program EAC and forecasting process. Drive Continuous Improvement in material planning performance and fidelity of MRP data. Configure multi-tier supply chains minimizing total cost and total risk across multiple trading partners. Conform all subcontracts and purchase orders to the customer contract / solicitation and to one another to eliminate requirements gaps. Organize and monitor all solicitation and pricing activity for assigned programs, including the management of the bid bill of materials, solicitation packages for major material, and cost or pricing data submission for single source supplier content over the TINA threshold. For assigned programs, foster higher level relationships for those suppliers of strategic importance. Report status of placement and material delivery to program managers for assigned programs.
Write clear purchase orders with language that conforms to the UCC and FAR. Capable of writing effective Cost Reimbursable, Time & Material, and Fixed Priced contract language. Write long form subcontracts that accurately portray program team / requestor requirements. Assure that every requriement has valid criteria for acceptance. Develop requirements forecasts based on current program knowledge. Create cash forecast in concert with program finance. Monitor supplier delivery and quality progress. Advocate for favorite suppliers based upon objective quality, delivery, cost performance and flexibility. Develop negotiation strategy and conduct price / terms negotiation. Plan, organize and manage multi-functional best value source selections. Conduct multi-functional supplier facilities surveys and document the results professionally. Support proposal writing intiatives through obtaining and reformatting supplier proposal input. Participate in the engineering change process by soliciting cost and incorporation point information and formallly communicate, through purchase order amendment, approved configuration changes.
Monitor supplier cash flow and general health to assure uninterrupted material / service supply. Develop relationships between key employees and their supplier counterparts through setting appropriate communication channels and ground rules. Answer all customer questions with integrity. Close monitoring of supply risk for key products or technologies. Gain leverage through the use of mulit-year and requirements contracting techniques when appropriate. Routinely use advanced contract types as appropriate.
Bachelor''s degree in Business or Engineering or equivalent work experience.
Supply Chain management experience
