This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaed the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band. The ZA-4 is equivalent to the GS-13/14. For additional information visit CAPS Information.

The Primary purpose of this position is to serve as the Supervisory safety and Occupational Health Manager. The incumbent will:
Supervise and lead a small staff of safety, occupational health, and industrial hygiene professionals.
Provide authoritative technical guidance and advice to senior management, scientists and staff regarding risks and potential impacts to safety and occupational health programs due to changes in legislation,, regulations, and policies.
Plan, organize and direct the Safety, Occupational Health and Industrial Hygiene Program.
Provide management of work involving safety and occupational health hazards, complex hazardous chemical, biological and radiological materials used in research, development and diagnosis of foreign animal diseases and in operations conducted in support of the scientific program''s mission.
Has direct supervisory control of safety, occupational health, and industrial hygienist(s) staff.
Establish safety and occupational health priorities that are aligned with institutional goals and objectives.
Establish and implement appropriate performance monitoring approaches to assure the adequacy and effectiveness of related programs and that goals and objectives are being achieved.
Develop budget proposals and manage resource allocation for safety and occupational health programs needs.
Communicate and integrate the organization''s strategic plan, mission, vision, and values into the team''s strategies, goals, objectives, work plans, and work products and services.
Plan and carry out formal investigations of reportable and non-reportable mishaps involving personal injury accidents, property damage, and cases of occupational illnesses covering a wide range of work operations.
Review plans and specifications for new construction, major building alterations, and/or changes in installation equipment and monitors through completion to ensure compliance with safety codes and standards.
Participate with top regional officials in planning and implementing responses to significant occurrences such as catastrophes and fatalities.
Provide liaison with local officials representing other Federal, state, and local governments, industry and employee organizations
There is no educational requirement for this position. Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Managing safety or occupational health programs.
Developing and recommending safety and occupational health policy to senior levels of management.
Applying safety and occupational health laws.
Developing safety and occupational health practices and procedures.
Advise on or resolve technical matters dealing with occupational safety and health requirements.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
