## Description
Under minimal supervision, oversees systems analysis,programming and support for large, complex organization-wide systems. Consistently demonstrates excellent communication, organization, and team building identifies issues for resolution and opportunities for improvement. Responsible for evaluating, training,and monitoring the career paths of staff.
Responsible for feasibility studies, time and cost estimates, and the establishment and implementation of new or revised applications systems or programs. Responsible for priority setting with system user input. Assists in projecting software and hardware requirements. Assigns personnel to various projects and directs activities. Reviews and evaluates work and prepares performance reports. Confers with and advises subordinates.
Key Functions and Expected Performances:
1. Oversee systems analysis and programming
1. Coordinate any changes to the application, making sure a change is fully tested and insures stability and proper use of the application.
2. Set and insure compliance to standards for quality in systems analysis and programming.
3. Define enhancement objectives and define and track success measurements.
4. Evaluate project risks and develop contingency plans, as appropriate.
5. Log and track enhancement and new program requests.
6. Stay current on new vendor offerings.
2. Support the application
1. Comply with institutional change management requirements and define, if necessary, additional standards to ensure best practices.
2. Identify, document and manage application issues and escalate, as appropriate, to achieve timely resolution.
3. Ensure compliance with regulatory agencies including meeting deadlines, when applicable.
4. Coordinate with Technical Support to insure system stability.
5. Coordinate with the vendor or development team to resolve problems.
6. Balance support activities with enhancement activities.
7. Respond to user requests from the Help Desk.
8. Train Help Desk and Operations to be able to resolve first line user and batch support before issues are turned over to the on call application support group.
9. Ensure application documentation is current and accessible.
10. Ensure high availability of the application.
11. Ensure integrity and security of institutional data.
3. Responsible for feasibility studies, estimates and implementation of new or revised applications systems or programs
1. Ensure enhancements are generally estimated before being prioritized.
2. Be active in determining if enhancements are necessary, particularly if customizing source code is required.
3. Provide high-level project management for all enhancements, ensuring integration with the application and other integrated applications.
4. Act as a consultant when there is a project manager responsible at a lower level for the enhancement project.
4. Actively identify and participate in training, education and development activities to improve own and staff''s knowledge and performance to sustain and enhance professional development.
1. Keep up-to-date on project management software systems, practices and technological developments, as appropriate.
2. Plan and budget professional development.
3. Train for depth of skills to eliminate single points of failure.
5. Demonstrates good team building and leadership skills.
1. Actively participates in Management Team Meetings.
2. Holds regularly scheduled team meetings.
3. Participate as a facilitative member of assigned enterprise-wide committees.
4. Communicate and model values and mission of VUMC through orientation, development, mentoring, performance counseling, and evaluation of staff.
5. Encourage staff participation in customer service, leadership development, and other programs.
6. Provide technical direction and assistance to staff.
7. Mentor and assist other Project Managers, Project Leaders, Quality Assurance Managers, etc., in their introduction to the Project Management Process.
6. Contributes to the continuous improvement of the Application Team and the institution.
1. Review industry best practices periodically to identify gaps and areas for improvement.
2. Proactively identifies opportunities for continuous improvement of the application, the team or the institution.
3. Commit to the Informatics Center Covenant.
## Basic Qualifications
Job requires Bachelor''s and 5 years of experience or the equivalent.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
