Project
Parsons is assisting an agency within the Department of Defense by performing agency Construction Management services on D/B and D/B/B construction projects. Services include review of planning studies from a construction perspective, review of third party A/E designs, construction contract administration, field quality assurance and commissioning assistance.
Opportunity
Parsons is seeking a Senior Construction Manager with facility design and construction experience to support an agency within the Department of Defense with oversight of 3

party design, 3
rd
party construction, and 3
rd
party commissioning on a variety of facilities, utilities, and civil infrastructure associated with the (greenfield) development of a new campus. This position will support the government's Project Manager and does not include any direct supervision of design consultants, contractors, or commissioning agents. This is a field assignment in the sense that the individual will work in agency-provided facilities alongside the Project Manager.

Under supervision of the Project Manager, activities may involve:

Review of individual project designs and specifications for conformance to agency standards and requirements.
Review of multiple project designs and specifications to ensure coordination between and along boundaries and compatibility with shared features including utilities, site features and civil infrastructure.
Once identified, track change orders needed to resolve inconsistencies between projects to confirm they are negotiated, scheduled and executed.
Review of contractor submittals for consistency with campus-developed standards.
Assist the Project Manager in the evaluation and response to Requests for Information (RFIs), Requests for Equitable Adjustments (REAs), and other contract administration actions.
Assist in the identification of activity dependencies between projects, and with the successful incorporations of those activities into the individual project schedules. Provide an independent appraisal on reported milestone completion dates.
Review of individual monthly CPM project schedule reports (prepared by others reviewing the contractor's schedules and monthly pay requests) to identify potential impacts or delays to adjacent or other projects within the campus.
Review of individual project emergency response plans and required updates as various facilities and infrastructure are developed and are turned over in a phased sequence.
Assist the Project Manager with the development of written reports and PowerPoint presentations to convey campus development status to senior agency and other U.S. Government officials.
Walking the project sites on a periodic basis to assess safety, quality, and confirm progress.
Assist the Project Manager in problem solving as requested.
As identified by the Project manager to complete specific tasks, coordinate additional personnel support including cost estimating, engineering and commissioning.
Qualifications
Requirements
Undergraduate degree (BA/BS level) or graduate degree in engineering, architecture, construction management, or construction science
10
years of facility engineering, construction management, and commissioning experience
Excellent written and oral communication skills
CCM,PE, and/or LEED preferred
Proof of U.S. Citizenship and ability to obtain and maintain a TS/SCI level clearance with polygraph

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
