The Department of Veterans Affairs Veterans Health Administration (VHA) Real Time Location System (RTLS) Program includes multiple technologies for locating and tracking items. It includes Wi-Fi based location finding, active and passive Radio Frequency Identification (RFID), and a number of other location technologies, including ultrasound and infrared. The program benefits of this technology throughout VHA are significant, and include improvement of quality of patient care, improved patient satisfaction, reduction of health care asset management costs, improvement of capacity/resource planning, improvement of employee and patient safety, as well as improvement of general asset management and inventory.
The RTLS Project Manager is responsible for VISN Task Order schedule/cost management and solution implementation at VHA medical centers, pharmacies, and outpatient clinics. Candidate serves as the primary interface between the VISN management, HPES, and HPES Partners. Works in conjunction with the Implementation Manager to ensure Task Order deliverables are produced and accepted on schedule. Submits status reports to both VA and HPES management. Specific responsibilities include:
Monitors and ensures HPES business goals and VISN Task Order contractual commitments are met including budget/cost management, completion of deliverables, milestone achievement, service levels, status updates, and reporting
Manages partner relationships and subcontracting invoices.
Tracks VISN financials for appropriate partner payments and Task Order milestones to recognize revenue
Responsible for on schedule/on cost completion of all tasks/deliverables identified in the Task Order
Responsible for the maintenance of the VISN TO Project Management, WBS, and Financial Outlook plans
Works directly with the VISN COR with all joint matters at the VISN level or elevated from a site to the VISN
Responsible to PMO to identify changes to plan which impacts revenues, costs, resources or scheduled completion that impacts costs or revenue
Manages program risk, updates the PMO DAIR log
Provides the monthly, quarterly reports to the PMO and to the VA COR or others as identified in the Task Order
Hires/releases resources as recommended and approved; ensure appropriate coverage and use of resources
Leads weekly schedule, action, and risk reviews
Coordinates with HP Security and VISN COR to ensure timely security clearances of HP and Partner Resources. Identifies, tracks, and resolves VISN issues not resolvable by onsite resources or at the site level
Reviews all documents that are submitted to the VA.
## Qualifications
Education and
Experience:
Bachelor's degree in Computer Science, Engineering, Business, or related field or equivalent work experience; advanced educational degree preferred.
7-10
years' experience involving large-scale, complex system implementation projects including conducting site assessments, developing business use cases, developing solution design and training documentation; conducting system and user acceptance testing. RTLS technology experience a plus.
5
years' experience with public sector organizations preferred.
Knowledge and Skills:
Strong working knowledge of Project Management principles and practices including Work Breakdown Structures (WBS), Project Management Plans (PMP), and Integrated Master Schedule (IMS) management tools.
Demonstrated past experience managing full life cycle projects to on-cost and on-schedule completion.
Demonstrated experience with on-schedule development of required project/program deliverables, conducting deliverable reviews, deliverables submission, customer sign off, and client invoicing for accepted deliverables.
Prior experience creating weekly, monthly, and quarterly, project/program required status reporting documentation/dashboards.
Large project P&L;/cost management experience under FFP contract Task Orders.
Requirements change management and traceability experience.
Program risk and issue management experience.
Demonstrated successful customer and partner relationship-building experience.
Strong supplier management skills and subcontractor financial management experience.
Experience creating application usage documentation and hardware design documentation.
Strong team facilitation skills.
Demonstrated ability to solve diverse and complex implementation issues
Superior communication skills both written and verbal.
High energy team player.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
