Standard Description:
Performs technical planning, system integration, verification and validation, cost and risk, and supportability and effectiveness analyses for total systems. Analyses are performed at all levels of total system product to include: concept, design, fabrication, test, installation, operation, maintenance and disposal. Ensures the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints. Performs functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications.
Specific Description:
The candidate will provide NSG Site Deployments Systems Engineering and Integration Services
fielding NIES/NLE/WALA national & tactical systems planning/scheduling/coordinating/integrating implementation and logistics activities, assuring delivery of hardware/software/documentation in accordance with NSG Master Schedule milestones without unplanned mission operations impact
Coordinating with Customers to prepare sites to receive project/segment deliveries to include: conducting site surveys; scheduling deployments; developing transition activity plans (TAP); conducting IPTs; coordinating training, site security/testing/verification/transition/O&S; activity
Developing/reviewing standard project implementation documentation, coordinating/ conducting deployment planning meetings & documenting results, tracking actions to closure
Understanding end-to-end NSG site CONOPS, architecture, requirements, interfaces, users
Maintaining current knowledge and awareness of the status of NSG project/system/segment developments by attending program reviews, monitoring activities/schedules/tests/readiness
Ensuring NSG Deployments comply with the NSG enterprise technical architecture
Following NSG Policies, Guidelines, SE/project implementation standards and processes
Engaging NGA & External NSG Community (OCIO, Commands, etc.) for Stakeholder buy-in
Keeping NDM GPOC and project leadership apprised of project implementation status
Duties include the following:
Project planning, developing and managing site deployment and transition schedules, integrating with projects and segments (e.g.NCL, NGL, NES, RTM, IEC, 'eXploit', IDS-D, IPL)
RFC and ECP review and implementation, identifying technical, operational and cost impacts
Developing and documenting site CONOPS, requirements, system interfaces, and data flows
Conducting site-specific analysis to identify unique requirements ensuring no mission impacts identifying and resolving site-specific architecture issues, developing site transition solutions
Analyzing data logs and developing as-is site performance metrics
Analyzing and assessing risks and issues and providing recommended courses of action
Conducting TEMs and communicating with external sites (e.g., periodic VTCs) coordinating logistics, developing agendas, technical briefs/reports, capturing minutes and tracking actions
Travel Required (CONUS and OCONUS): Willing and able to travel significantly, 25 - 50% Required Qualifications:
BS in Engineering, CS, Info Systems, Math, or related scientific or technical discipline, or directly relevant equivalent experience

years experience in related field, with 2
years recent NGA or Mission Partner systems SE&I; experience & experience as a project/task lead
Demonstrated working knowledge of the NGA organization, leadership and programs/segments, primarily IESS, NES, IEC, NCL/STIL/NIL/CIL, IPLs, and ESAT
Experience with current NGA systems & GEOINT Architecture (WALA,NIES,NLE,etc)
Familiarity with the Intelligence Community and IC products and mission usage
Working knowledge of the NSG and NGA Acquisition and Change Mgt/CM processes
Experience applying SE&I; processes and detailed project implementation planning of complex systems or enterprises, requirements analysis, interface definition, detailed implementation planning, readiness, systems transitions/experience developing TAPs
Experience with software/hardware systems including systems testing, deployment, transition planning/execution to operations and/or Operations & Sustainment (O&S;)
Experience using logic and reasoning to identify the strengths and weaknesses of alternative technical solutions, conclusions or approaches to problems
Experience troubleshooting and problem-solving technical and non-technical issues
Demonstrated ability/experience identifying/solving problems reviewing related info to develop/evaluate options & implement solutions with minimal supervision / direction
Ability to work independently & within a highly dynamic distributed team environment
Strong customer service teaming skills; ability to collaborate in cross-functional team
Strong interpersonal, problem solving, organizational and multi-tasking skills
Excellent written and verbal communications and presentation skills
Proficient with Microsoft Office applications and Windows XP
Active TS/SCI Clearance (with SSBI current within the last 5 years)
Qualifications:
MS in Engineering, CS, Info Systems, Math or related scientific or technical discipline
Relevant SE&I; (INCOSE), IT (ITIL) and Agile SE&I; certifications; SAFe model SME
Broad knowledge of NGA/IC/DoD architectures/missions, both as-is and future vision
Knowledge and/or experience working with Military Services &/or Defense Agencies
Knowledge of NGA Readiness process
Systems Analysis Experience - Determining how a system should work and how changes in conditions, operations, and the environment will affect outcomes
