_GENERAL JOB SUMMARY_:
Working with the Vocational Rehabilitation delivery team, provide additional counseling and comprehensive rehabilitation services which include the design and implementation of individualized rehabilitation programs to assist Iowan's over 55 with disabilities in finding and retaining suitable employment. Enhance employment opportunities for older workers with disabilities by matching qualified older workers with the employment needs in their community and by becoming a resource to employers about accommodation for older workers.
_ESSENTIAL DUTIES/RESPONSIBILITIES _
Refers and assists older individuals with disabilities in applying for Iowa Vocational Rehabilitation Services.
Assists IVRS Counselor and client in the development of an individual written rehabilitation program by identifying objectives, services needed to support the objectives, and methods to review progress in the program, and seeks IVRS Counselor approval before authorizing services, equipment or supplies as necessary.
Administers/scores client interest, achievement and aptitude tests and summarizes results.
Assesses client's personal hygiene/appearance, ability to use public transportation, and readiness for community living.
Helps clients with evaluating choices and obtaining rehabilitation services in the community.
Refers clients to Iowa Workforce Development or provides one-on-one setting, instructs clients concerning job search techniques, resume writing and interviewing.
Assists with public contact for deaf clients and helps them make use of vocational rehabilitation and community services through the use of sign language; provides advocacy services to acquaint others with serving hearing-impaired individuals.
Assists IVRS Counselor in determining if limitations caused by a physical, mental or emotional disability create a substantial vocational handicap by analyzing functional limitations, assessing diagnostic information, and utilizing a variety of source materials.
Follows all laws, rules, regulations, and procedures to ensure that client information is kept confidential.
Counsels clients to increase their understanding of themselves and vocational options to effect positive vocational adjustment.
Facilitates job placement of clients by finding and developing job openings, teaching job seeking skills, encouraging employers to use job incentives, and by coordinating placement with other service programs if appropriate.
Serves as a resource person in providing direct rehabilitation services to Iowans over 55 and may provide expert consultation to IVRS staff or IVRS management in assisting them to provide services for such clientele; provides specific liaison with special settings because of unique knowledge or abilities as needed.
Provides access to other independent living options available through Iowa's Aging Network.
Responsible for complete and accurate tracking of goals & documentation.
Provides IVRS Counselor with up to date information related to clients progress towards employment.
Access employment supports in the community to facilitate successful and continued employment.
Provide or facilitate the accurate in the moment benefits planning for Older Iowans receiving Title 2 benefits.
Conducts Job Development activities by contacting employers and maintain a positive relationship with employers by assisting with job accommodations and employment follow along contact.
Assists in assuring compliance with all applicable regulations, policies, accreditation standards, and Vocational Rehabilitation requirements.
_PERFORMANCE EXPECTATIONS:_
Knowledge of services and resources available through the Aging Network.
Experience working with older Iowans seeking employment is preferred.
Knowledge of the social, physical and psychological aspects of human behavior and disability as related to personal, social and vocational adjustment.
Knowledge of community and financial resources, including guidelines, regulations, conditions under which services are made available to rehabilitation clients, and current employment incentives.
Knowledge of federal laws and regulations such as Social Security, vocational rehabilitation, workers'' compensation, child labor laws, and minimum wage provisions.
Ability to plan and carry out work independently within established guidelines.
Ability to gather, analyze and interpret pertinent information, and subsequently evaluate personal characteristics, capabilities and interest, etc. of a client.
Ability to express ideas effectively orally and in writing in order to report, persuade, interpret, and inform.

_GENERAL PHYSICAL ACTIVITIES WITH OR WITHOUT A REASONABLE ACCOMMODATION_ :
Position involves working in an office setting. Occasional (10-33%) standing, pushing, pulling and grasping. Frequent (34-66%) reaching and viewing a computer and other types of close visual work. Constant (67-100%) sitting, walking, repetitive motion, talking and hearing.
