will have direct supervisory responsibility and act as the site lead' for a supply chain group of approximately 10 employees. Ultimate importance will be placed on ensuring Subcontracts and Procurement departments are fully compliant to policies and procedures as well as FAR regulations. Supplier performance will be managed to meet expectations, with direction, as well as escalation, provided when it does not. Business relationships with
executive
management at key/critical suppliers are essential to success. This position reports to the AST Leader, with dotted line relationship to Raytheon SAS Supply Chain and Subcontracts. Responsibilities include but are not limited to: Oversee the planning, release and management of all aspects of the major subcontracts. Develop and manage both routine and strategic relationships with suppliers, including risk sharing arrangements. Ability to master Raytheon supply chain processes and procedures, providing needs for exceptions or adjustments when necessary. Handle complex relations where supplier is also a competitor and teammate. Lead Integrated Product Team (Subcontracts, Material Program
manager
, Quality, Program Management, Supplier, Logistics, Operations, etc.) to ensure that the integrated supply chain supports cost, technical and schedule objectives. Facilitate Mission Area's material acquisition strategy with supplier/strategic partners that span all phases of life cycle - from concept to delivery of final system to end user; includes post delivery support. Work with the team, and the IPT, in evaluating performance to plan, assessing variances, and initiating corrective actions. Provide routine status report to the senior level managers (program, supplier, internal SCM). Serve as Project Manager/IPT lead responsible for ensuring all aspects of the work and/or work share are fulfilled. Support Program proposals, BOEs, negotiations, and customer reviews Oversee the release and management of all aspects of the Major Subcontract Proactively recognize risk and risk impact and work to resolve with appropriate customer contacts and internal counterparts. Basic Qualifications: Minimum of 10 years of subcontract management, material program management or related experience Experience within Aerospace or Defense creating and managing subcontracts under DoD regulations. Experience with FAR, DFAR, ITAR, Price Analysis, Cost Analysis, Long Term Agreements, Proposals, exceptions to Terms and Conditions, Fixed Price and Cost Type Subcontracts, Negotiation of Price and other business terms Experienced leader interfacing with both internal and external clients including senior leadership, building and managing teams as well as working with groups across functions Experience in reviewing comprehensive Supplier Statements of Work (SSOW) Experience with risk management, lead, facilitate, and apply judgment - identify problems, engage appropriate stakeholder, and drive solution
Qualifications: Understanding of Termination Liability and Expenditure profiles Understanding of Change Management and Configuration Management Thorough knowledge of subcontract formulation, Supply Chain practices, and pre/post award subcontract administration. Proven negotiation skills with the ability to define strategies and assist in negotiations Master's Degree (MBA or MS) preferred EVMS Raytheon certification or equivalent Experience implementing Six Sigma principles, Six Sigma Certification or equivalent Required Education: Bachelor's Degree (B.A. or B.S.) in business, management, supply chain management, contracts or related degree Go further.
