Project - The project team primarily manages development, maintenance, and enhancement support for L&I's Occupational Health Management System (OHMS) which supports the COHE Expansion Project managed in the Health
services
Analysis (HSA) division at L&I.
The OHMS Project is providing technology support to HSA to help promote best practices that improve outcomes for injured workers. In addition to expansion and maintenance of OHMS (implemented July 2013), the current phase includes creating the capacity to exchange information with health care providers using the
washington
State Health Information Exchange (HIE). Implementing technical infrastructure for data exchange using the HIE will be a significant focus of this work request.The department and its business and labor partners have collaborated in establishing Centers for Occupational Health and Education (COHE) to promote best practices and prevent disability by focusing additional provider-based resources during the first twelve weeks following an injury. The COHEs represent innovative accountable care systems in an early stage of development consistent with national health care reform efforts.
The 2011 Legislature passed two bills (5801 & 2123) which comprise Workers Compensation Reform. This project addresses the implementation components in SSB5801 for COHE expansion and other best practices for care of injured workers.
Preferred Skills and Experience
Senior Level (5
years) current skills AND experience in each of the following)
5 years experience working with XML/XSD schemas for data conformance/ compliance.
5 years experience developing/ deploying SOAP/REST Web Services using .Net and/or Java.
5 years experience writing stored procedures/queries using T-SQL on MS SQL Server 2008/2012 databases.
5 years experience developing interfaces between applications using industry standard integration solutions (e.g., BizTalk, AxWay, ORION Health Rhapsody, etc.)
5 years experience developing CDA/CCD/HL7 message schemas.
Desired Skills and Experience
3 years experience developing message flows using IBM WebSphere Message
broker
V7 or above.
Familiarity with SOA infrastructure built using IBM SOA components (WSRR, IBM Process Server etc.)
Experience sharing knowledge through coaching, mentoring, one-on-one training with the customer's technical staff.
Experience working directly on HIE integration i.e., Washington State's HIE OneHealthPortEstimated Salary: $20 to $28 per hour based on qualifications.
