POSITION
Summary:
Under general supervision of the Director of Human Resources this full-time administrative position manages the administration of payroll and benefits, serves as a partner in building and maintaining payroll budgets (in excess of $13M) with multiple payrolls per month (5), prepares annual financial & retirement plan audits, evaluates reports, decisions and results of departments in relation to established goals, prepares monthly files for the general ledger, identifies legal requirements and government reporting regulations affecting payroll and benefits, prepares internal and external reports, evaluates and makes recommendations to management regarding benefit programs, and educates employees about benefit plan and options. PRINCIPAL DUTIES &
Responsibilities:
Manages the administration of payroll and benefits (Including programs such as life, health, dental, vision and disability insurances, pension plans, vacation, sick, and personal leave, 401(K), and other employer sponsored benefit plans). Manages all activities necessary to process multi-state payrolls. Serves as a partner in building and maintaining the multi-million dollar payroll budget. Identifies legal requirements and government reporting regulations affecting payroll and benefits and ensures policies, procedures, and reporting are in compliance. Evaluates reports, decisions and results of department in relation to established goals. Recommends new approaches, policies and procedures to effect continual improvements in efficiency of department and services performed. Responsible for overseeing five (5) payrolls per month and benefit related record keeping requirements. Responds to inquiries regarding policies, procedures, and programs. Possesses strong working knowledge of payroll taxes and ERISA. Directs preparation of government reports and reviews payroll to ensure accuracy. Prepares monthly files for the general ledger. Works closely with the members of the accounting staff of the private university and public community college to ensure the accuracy of payroll and employee benefit postings to the general ledger. Works closely with the Financial Aid staff and department managers to ensure college work-study and student labor eligibility and awards are in line with related policies and budgets. Responsible for evaluating and marketing benefits and systems to ensure the institution remains competitive. Recommends classes of eligible employees for new or modified plans. Develops census data for quotations. Evaluates quotations and makes recommendations to management. Develops cost information for new plans and makes recommendations to management concerning sharing of cost between employer and employee. Installs approved new plans and changes by preparing announcement material, booklets, and other media for communicating new plans to employees. Conducts employee meetings and arranges for enrollment of employees in benefit plans. Conducts employee benefit education as needed. Revises and reissues all communications material on benefits from time to time. Advises and counsels management and employees on existing benefits. Verifies attendance, hours worked, and pay adjustments, and posts information onto designated records. Records employee information, such as exemptions, transfers, and resignations, to maintain and update payroll records. Processes and issues employee paychecks and statements of earnings and deductions. Compiles employee time, production, and payroll data from hard copy and electronic time sheets, and other records. Issues and records adjustments to pay related to previous errors or retroactive increases. Designs, evaluated and modifies benefits policies to ensure that programs are current, competitive and in compliance with legal requirements. Responsible for preparing the yearly Financial Audit, 401(K) Audit, and Defined Benefit Audit. POSITION
Qualifications:
Bachelor's degree in HR, business, accounting, or related field. Minimum of two years payroll, benefits, and/or accounting experience. Higher education experience preferred. SPECIAL KNOWLEDGE, SKILLS, AND ABILITIES:
Strong knowledge of payroll systems Strong working knowledge of payroll taxes, ERISA, HIPPA, FMLA, Workers' Compensation, FLSA, and ADA. Thorough knowledge of state and federal laws pertaining to payroll and benefits. Advanced Microsoft Office product experience including Excel, Microsoft Word and Outlook. Ability to act with integrity, honesty and ethics and follow legal requirements at all times. Ability to maintain confidential information. Ability to use analysis to resolve complex payroll and benefits issues. Exceptional written and oral communication skills. Exhibits helpful, professional, courteous attitude. Ability to respond to inquiries in a timely manner. OTHER REQUIREMENTS:
Willing to work non standard hours, holidays and weekends as needed. Willing to participate in special training programs and classes as required.
Salary Range:
$80K -- $100K
Minimum Qualification

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
