Facilities Downtown Maintenance Supervisor

Plans, organizes, and directs the maintenance and repair of City owned facilities, parking structures and downtown landscape; directs and supervises the work of employees engaged in the maintenance, operation modification, and repair of City-owned facilities, buildings, structures, and grounds; and provides highly complex administrative and technical support to the Facilities management team. Manages the mail and courier services operation.

Examples of Duties Performed - Duties may include but are not limited to the following:
Ensures safety and working order of buildings, structures, and grounds; supervises City-wide maintenance including security, minor carpentry, painting, and related operations and building maintenance activities; oversees preventative and corrective maintenance and repair activities; inspects the work in progress for quality of workmanship and compliance with specifications; prepares inspection reports; enforces safety rules and regulations; ensures work is compliant with Federal, State, and local laws and regulations.
Handles emergency situations after work hours by cell and/or laptop for a variety of buildings, structures, and pools. This position is the backup contact for the 911 Emergency Call Center and provides assistance with Stanley Security Systems.
Evaluates operations and activities of assigned area; recommends improvements and modifications; reviews blueprints, schematics, construction and fire codes, and safety procedures to identify and solve issues and determine most effective option for completing work; collects data, and prepares reports and spreadsheets on operations and activities.
Oversees the operations of centralized mail services; participates in the development of and recommends goals and objectives; works with staff to plan and evaluate schedules and methods for mail and courier; implements policies and procedures.
Conducts crew safety meetings and inspections; coordinates section activities with those of other sections, divisions, departments, and outside agencies; answers questions and provides information to the public; investigates complaints and recommends corrective action as necessary to resolve complaints; receives, investigates, and responds to all building and facility maintenance emergencies; is responsible for the safety of the public, buildings, and equipment.
Develops policies, procedures, processes and methods consistent with division objectives and goals; develops work plans and schedules; sets priorities; attends and serves on a variety of City committees, commissions and task teams.
Is responsible for the selection, supervision and evaluation of assigned staff; assigns work and ensures appropriate training is provided; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters and recommends grievance responses; exercises full supervision over employees.
Assists in section budget preparation and administration; prepares cost estimates for budget recommendations for section and for Capital Improvement Project budget; submits justifications for equipment and supplies, monitors and control expenditures; manages contracts and price agreements; scheduling and managing work and payments to vendors.
Models respectful working relationships and creates a workplace that supports all employees; supports City leadership in successfully responding to the changing needs of a diverse organization and the commitment to equity and human rights.
Performs other duties of a similar nature or level as required by management to meet the needs of the department.

Qualifications:
MINIMUM REQUIREMENTS
Experience :
Four years of progressively responsible experience in facilities/grounds operations and maintenance, including two years of lead or supervisory responsibility.
Training :
Equivalent to the completion of twelfth grade supplemented by two years post-secondary education or training, preferably in a related field.

License and Certificates_:
Possession of or the ability to obtain and maintain an appropriate valid Oregon drivers license. Must pass driving records check, and if hired, maintain a driving record that meets the Citys standard. _Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355)._
May be required to possess an Oregon Commercial Drivers license (OCDL).
Other combinations of experience and education that meet the minimum requirements may be substituted.
Must pass police background check.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
