JOB DESCRIPTION
NYC Office of Emergency Management (OEM) plans and prepares for emergencies, educates the public about preparedness, coordinates emergency response and recovery, and collects and disseminates emergency information.
The agency seeks applications from newly admitted attorneys to work under the direction of its Deputy Commissioner for Legal Affairs. The selected candidate will be introduced to the structure of New York City government and emergency management functions; handling a broad range of matters such as preparing and reviewing contractual agreements; reviewing procurement issues; drafting memoranda of understanding for mutual aid agreements, intra-agency and intergovernmental agreements; research and review of the law, as applicable to emergency planning; preparation of informative or explanatory material on laws, agency regulations and agency policy for general use by the agency and the public; perform administrative duties and special projects as directed by the supervisor and assist with Ready New York presentations to external groups.
The selected candidate will be expected to work during non-business hours during emergencies and will be assigned to a periodic Emergency Operations Center team.
QUALIFICATION REQUIREMENTS
Admission to the New York State Bar; and either 2 or 3 below.
One year of satisfactory United States legal experience subsequent to admission to any state bar; or
Six months of satisfactory service as an Agency Attorney Interne (30086).
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
In addition to meeting the minimum Qualification Requirements:
To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.
NOTE: New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
PREFERRED SKILLS
- Possess the ability to develop policy and legal analyses that provide a foundation for emergency planning and initiatives
- Strong writing skills
- Capability to work independently or under supervision as appropriate
- Have superior knowledge of Microsoft Office applications including Word, PowerPoint, and Excel and familiarity with Westlaw and/or Lexis/Nexis software

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
