The Blue Grass Chemical Demilitarization project has long-term opportunities. Design completed in 2010, Construction is expected to last through 2015 followed by Plant Operations and Closure. This project office is located in the city of Richmond KY with a construction site approximately 5 miles away on the Blue Grass Army Depot. This position is located at the Project Office.
Role Overview:
This position is Project Controls Engineer responsible for the day-to-day maintenance of the Project Controls cost processor (SOURCE).
Responsible for internal and external project reporting
Support and implement data management, quality and control processes for EVMS
Perform complex ad-hoc queries to support reporting needs
Designs and develops application business rules and standard data exchanges, and provides application support services
Assists with coordination and delivery of application training for end users
Supports project organization and administrative activities
Principal responsibilities may include but are not limited to:
Prepares cost data for proposals, contract negotiations, and baseline change control.
Participates in developing and presenting training classes on designated subjects and on-the-job training for specific processes and practices.
Develops specific project codes of accounts and recommends appropriate modifications and revisions.
Provides analysis and reports on assigned areas to the project.
Provides instruction to peers as needed
Performs data analysis, identifies problems, and makes recommendations.
Basic Qualifications
Bachelor's degree in Business Administration, Finance, or Engineering with 1 year of related experience
In lieu of degree 7 years of progressive related Project Controls experience. Strong problem solving and end user support skills with experience in analyzing and streamlining complex work process
Must be a US citizen or have the ability to work or remain in the United States without sponsorship.
Must be able to obtain and maintain a site badge.
Salary and grade commensurate with experience and education.
Additional Information
Minimum
Qualifications:
Advanced proficiency in MS Access including the ability to create/edit queries, forms, reports, and macros
Advanced proficiency in MS Excel including the ability to migrate data between Excel spreadsheets and databases to support Project reporting via charts and data summaries
Intermediate understanding of programming in Visual Basic (or similar language with ability to transition to VB)
Understanding of and experience with all aspects of the software development lifecycle
Understanding of both SQL Server and Oracle database usage, including schema design, database setup, programming and testing
Proficient in use of Bechtel BSAP cost processors (SOURCE, Cobra).
Ability to write complex ad hoc SQL queries
Preferred
Qualifications:
Demonstrated EVMS knowledge and use of EV techniques and processes
Experience in software development, web application deployment, and configuration of Internet Information Services (IIS) websites
Knowledge of CFAR reports and data
Basic knowledge of Primavera P6
Demonstrates an advanced level of understanding of general Project Controls technical skills.
Experience in performing, monitoring, and reviewing cost estimating, analysis, and control.
Recent experience with Bechtel cost processor (SOURCE, Cobra, Prism)
During operations, this project will be subject to the Army Regulations (AR 50-6 Chemical Surety) which governs persons performing work under the Personnel Reliability Program (PRP) and Unescorted Access Program (UAP). Depending on the work performed and the access granted a government security investigation and other physical requirements such as respirators may be mandated. Eligibility to be placed in a PRP or UAP position requires US citizenship.
