Summary:
The Insurance Supervision Unit is seeking a Capital Markets/Asset Liability Management Specialist to monitor and evaluate of the effectiveness of asset/liability management practices at a large and complex insurance-focused financial institution. Responsibilities include evaluating the effectiveness of the firm's processes for measuring, monitoring and managing its asset/liability position to ensure that investment activities and asset positions are appropriate to the liability profile of the firm. This may also include evaluation of the effectiveness of the firm's securities lending activities, hedging strategies, and model risk management practices. The incumbent may also provide leadership or assistance in support of the Federal Reserve's national supervision program and assist in the formation of supervisory policy related to asset/liability management in the insurance sector. This exciting role offers the opportunity to contribute to the development and execution of a new set of responsibilities for the Federal Reserve System.

Responsibilities:
o Evaluates the effectiveness of management and influences their actions through strong relationship management and interpersonal skills as well as effective negotiation and conflict resolution. The incumbent is effective in obtaining possible changes to operating policies or practices while maintaining positive relationships with key stakeholders.
o Maintains a high-level of technical expertise and current knowledge of regulations, trends and developments related to insurance businesses, insurance products and related risk management techniques. Develop ad hoc analyses and contribute to key portions of supervisory products such as year-end reports, risk assessments, monthly reports, program documents, evaluation of actual performance to forecasted projections, and management and board presentations.
o Builds and maintains effective working relationships with the supervised firm's management and Board analysts. Collaborates with other department units and other Reserve Bank LBO teams in support of department and System requests/projects requiring data collection and analysis.
o Quickly identifies emerging institutional, regional, economic, and industry issues and their potential impact to the financial and operating performance of the organization. Maintain an awareness of potential changes to key accounting rules, laws and regulations, and supervisory policies and is able to adequately evaluate their relevance to the supervised institution.
Key Competencies:
o Ability to assess the execution of the insurance company's asset/liability management strategy;
o Ability to assess equity capital structure, capital planning and/or risk based capital strategies at life insurance company;
o Ability to evaluate an insurance company's processes for measuring and monitoring its liquidity position including liquidity risk management practices, and contingency planning;
o Ability to evaluate an insurance company's processes for measuring and monitoring its exposure to interest rate risk and the effectiveness of balance sheet management and hedging strategies;
o Ability to assess interest rate risk models and other valuation models, including the calculations and assumptions used within these models and their underlying functionality;
o Ability to assess the risks inherent in the holding and/or trading of complex financial products such as fixed income, equity, mortgage-backed securities and asset-backed securities;
Requirements:
Knowledge and experience normally acquired through, or equivalent to, the completion of a Master's degree and a minimum of 3 - 7 years of related work experience. Ability to travel is required.
This position requires access to confidential supervisory information, access to which is limited to Protected Individuals as defined by regulation of the Board of Governors of the Federal Reserve System. Protected Individuals include, but are not limited to, U.S. citizens, U.S. nationals, and lawful permanent resident aliens (also known as green card holders) who are eligible for and seeking United States citizenship within the requisite timeframes.
All employees assigned to this position will be subject to FBI fingerprint/ criminal background and Patriot Act/ Office of Foreign Assets Control (OFAC) watch list checks at least once every five years.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
