The primary responsibilities for W2 case manager is to determine TANF eligibility for the State of Wisconsin (both initial and every 6 months); Employment Plan, (EP) development and monitoring; and conducting individual assessments to identify employment barriers and skills aptitude then determine Wisconsin Works (W-2) placements and referrals out to social services to address mental/psychological, physical and personal needs while maintaining an average caseload 80. The State of Wisconsin received a waiver from the Federal Government that allows 3rd parties (contractors) to determine TANF eligibility to receive State and Federal funds. Wisconsin is the only state in the union that has received this waiver and differentiates our W-2 Project case managers from other MAXIMUS case managers that work on welfare-to-work (TANF) State and County programs. This position will maintain a caseload and act as a liaison for the staff and supervisor. The position will be available daily as the go to person for operational assistance. They will assist in training the Specialist with policy related changes. Reports will include alerts (employment), unit case load review to determine what cases need to be transferred out, tracking unit notices of noncooperations for timely client follow-up. They will meet with the supervisor weekly to report issues/concern and assist with appropriate action plans. By being an additional level reviewer the Sr Specialist will assist to reduce the number of missed claims. This will help to increase the overall capitation for the project.
Determining TANF eligibility (details attached)
Provides case management services to caseload of assigned W-2 Program participants while referring participants to appropriate program components base on outcomes of assessments conducted
Performs job readiness screenings and assessments
Researches, interprets, and explains federal, State, and local policies governing eligibility legal rights, and responsibilities to applicants and participants
Initiates non-compliance procedures and follows-up on process for participants who fail to meet program requirements (impacts eligibility of program and cash assistance participant receives)
Provides job leads, employment counseling, and post-employment support to ensure job placement and retention
Assists participants in creating Employability Plans (EPs) and assesses/revises at least monthly to achieve successful outcomes
Refers participants to community resources and provides follow-up to ensure effective provision of service
Assist supervisor with reports and facilitates quality control and quality assurance to assigned staff
Acts as a liaison between supervisor and staff
CARES (state system) and State W-2 Policy training (6 week training curriculum) - Per Wisconsin State policy, all case managers are required to pass this training to achieve certification prior to being assigned a caseload and determining eligibility.
Two years experience in social services, community services, business employment services, and/or related field.
Two years case management and CARES experience, specializing in employment attachment and retention.
Associates degree required.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
