This position is located in the United States Property and Fiscal Office for Minnesota (USPFO-MN). The purpose of this position is to provide technical and administrative assistance for programs within the USPFO-MN area of responsibility.

This is an Excepted Service position that requires active membership in a compatible MOS in the Minnesota Army National Guard and wear of the military uniform. Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment. Upon selection, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law, regulation, Presidential order or other authority. Suitability is dependent upon the particular requirements for security clearance, sensitivity level, and DOD IT network access. Assists in managing the Management Control Program (MCP). Coordinates USPFO inspections. Assists in the development of policy letters which may require researching applicable directives from higher authority to ensure that no conflict will result from issuance of new policy. Prepares and monitors Assistant USPFO appointment/delegation letters for Army and Air National Guard activities. Prepares and distributes Financial Certifying Officer appointments and other duty appointment assignments. Performs duties as USPFO Publications Officer. Serves as the Records Management Coordinator for the USPFO organization. Controls access to the USPFO/Deputy USPFO based on personal knowledge of their workload and current issues of importance. Receives visitors and telephone calls for the USPFO organization. Maintains the appointment schedules for the USPFO/Deputy USPFO. Accomplishes travel arrangements for the USPFO and staff to include travel and hotel reservations, creates travel orders, and coordinates visits. Establishes controls on accountable mail and determines distribution and routing of incoming correspondence. Prepares and/or reviews outgoing correspondence from the office of the USPFO or subordinate divisions for grammar, construction, proper format, attachments, continuity of text, policy and procedural adherence, and compliance with the USPFO viewpoint. Responsible for key access control for the USPFO organization. Provides for control of all classified documents for USPFO. Performs other duties as assigned.
GENERAL
Experience: Administrative or clerical experience,education, or training which demonstrates the candidate's ability to perform the duties of the position. Experience using computer and automation systems.
SPECIALIZED
Experience: GS requires 12 months experience in the interpretation and application of regulations, procedures or laws. Experience that provided a working knowledge of administrative functions. Experience demonstrating the ability to advise lower graded employees. Experience working independently and setting priorities with very little supervisory control.

MILITARY COMPATIBILITY: Upon selection, individual must be assigned to a compatible military position and must also maintain satisfactory membership in the Minnesota National Guard.

EVALUATION FACTORS: Candidates will be evaluated on the basis of appropriate education, experience, training, self-development activities, and special awards. Candidates are considered on the basis of available information on their current application and supporting information that has been provided to this office. National Guard military (Part-time) service is considered as full-time experience when evaluated against the qualification requirements for a technician position. Area 1: Career/Career-Conditional technicians and Indefinite technicians assigned to the Minnesota Army National Guard.
Area 2: Career/Career-Conditional technicians and Indefinite technicians assigned to the Minnesota Air National Guard Statewide (133rd Airlift Wing and 148th Fighter Wing) who were initially hired based on a posted job vacancy.
Area 3: Minnesota National Guard technicians who have not previously competed and traditional Minnesota National Guard members.
Area 4: National Guard technicians from other states and civilian persons eligible for membership in the Minnesota Army National Guard.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
