Public Affairs Specialist

Serve as a Public Affairs Specialist for VA Northeast Ohio Healthcare System Building and maintaining relationships with local and regional media outlets, developing media lists (general and subject specific), planning editorial board meetings, and coordinating interviews. Leveraging a full range of public relations and marketing techniques, platforms and products, such as media pitching, storytelling, social media, speeches, briefings, articles, and others to inform, increase awareness, and enhance the healthcare system's image. Coordinating proactive and reactionary media coverage, researching and staffing media inquiries. Monitoring and analyzing media mentions and trends, identifying areas of concerns and areas where the healthcare system can capitalize on trending topics. Utilizing current public relations tools and monitoring services along with other corporate level public relations tools to assemble media analysis assessments, communicate effectiveness of public affairs efforts to senior leaders and reach out to various media sources. Reviewing, creating, and updating healthcare system informational materials. This includes brochures, fact sheets, media kits, newsletters, webpages, etc. Preparing news releases, articles, reports and other written materials for publication. Providing strategic public relations counsel to staff within the healthcare system. Coordinating with VHA, VA and VISN media relations staffs and preparing Executive External Affairs Service - Public Affairs Specialist - Media Relations, Summaries, staff papers, briefings and coordination documents. Coordinating responses to media, facilitating interview requests, and producing promotional material often requiring detailed explanations of healthcare system activities and/or missions. Maintaining abreast of public, media and community relations; marketing and outreach; congressional affairs; customer service; voluntary service; special events and tours; and the patient experience program. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Time in grade:
Applicants who are current Federal employees and have held a General Schedule (GS) grade at any point in the last 52 weeks must also meet time-in-grade requirements. For a GS-09 position you must have served 52 weeks at the GS-07 level. Time in grade:

Experience:
Applicants must possess at least one year of specialized experience equivalent to the GS-7 to qualify for the GS-09. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of Public Affairs Specialist. Examples of specialized experience include but are not limited to:
Skill in developing and applying new approaches to complex public affairs problems, Skill in presenting information on a wide variety of subjects using the full array of written and oral presentation formats and techniques. OR Education:
Applicants must possess master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree. This education must have been obtained in an accredited college or university. One year of full-time graduate education is considered to be the number of credit hours the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. OR Applicants must possess a combination of specialized experience and education as described above. Combinations of successfully completed Masters Degree education and experience may be used to meet total qualification requirements for the GS-9 level, and may be computed by first determining the your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade level; and then add the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify for positions at the GS-9 level.
