During the current period of mandatory telework required by the Agency's COVID-19 response, telework will be mandatory. When it is determined the Agency will be moving to the reopening phase, the expectation will be to physically return to the office at the USPTO - Alexandria, VA campus. Telework days and any waiting period for eligibility will be determined at that time. The position is located in the Office of the Chief Administrative Officer, Office of Human Resources, Workforce Employment Division (WED). The employee serves as an Human Resources Specialist in either the Patents or Trademark Corporate Employment Divisions. As a Human Resource Specialist in the Workforce Employment Division at the full performance level as the Divisions' quality control focal point for staffing, recruitment, and personnel action processing and you will perform the following duties Develop control procedures and criteria applicable to a wide range of staffing, recruiting, and processing operations. Conduct comprehensive reviews of vacancy announcements an supporting documentation prior to their release. Ensure the announcements align with requirements in applicable U.S. Office of Personnel Management (OPM) and U.S. Department of Commerce (DOC) policies, guidelines and templates. Recommend appropriate solutions to WED management to resolve significant staffing/recruitment quality issues and concerns. Recommend effective management controls, implementing instructions, and other guidelines to assist in achieving and maintaining effective quality control in the development of recruitment and staffing documents and processing of personnel actions. Access automated HR systems (e.g., HR Connect and National Finance Center) to review the full scope of personnel actions (promotions, reassignments, and other accession actions). Identify errors, proposes corrective action, and alerts WED supervisors to issues that have broader significance and impact. In addressing quality issues, incumbent troubleshoots and resolves complex problems requiring in-depth analysis. Conduct extensive research of technical issues and provides expert advice and/or authoritative interpretations of applicable staffing, recruitment, and related regulations and policies. Conduct or participate in pre-audits of the full range of personnel actions, resolves complex problems, and researches errors. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. Experience in applying staffing and placement laws, regulations, principles, concepts, and practices in order to conduct studies, analyze trends, and recommend corrective action to remediate quality issues in a wide variety of situations; Experience monitoring federal staffing and placement activities to include personnel action processing activities to verify adherence to quality plans and requirements; Experience in written and oral communication techniques sufficient to develop and deliver briefings, prepare project plans, create reports, and present findings and recommendations for management consideration. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
